Guastalla: regional non-repayable contributions for the renegotiation of rental contracts

To deal with the difficulties in paying the rent, as in previous years, the Emilia Romagna Region makes contributions available to property owners who, in agreement with their tenants, intend to lower the rent.

The granting of the contribution is subject to the availability of financial resources provided by the Emilia Romagna Region.

ADVANTAGES

· tenants will see their rent reduced;

· owners will receive a contribution that will cover part of the rent reduction.

REQUIREMENTS

· Italian citizenship or of a State belonging to the European Union or of a State not belonging to the European Union but with a residence permit lasting at least one year or an EU residence permit for long-term residents (requirement for landlord and tenant) ;

· Valid ordinary or current ISEE not exceeding €35,000.00 (requirement for the tenant);

· ownership of a rental contract for residential use duly registered with the Revenue Agency for at least six months;

· stipulation of the renegotiation of the contract registered with the Revenue Agency;

· absence of marriage or kinship up to the third degree or affinity up to the second degree between the landlord and the tenant;

TYPES OF RENEGOTIATIONS

There are 2 types of renegotiation:

1. Lowering of the free or agreed rent:

· the reduction must be at least 20% for a duration of no less than 6 months

· the renegotiated monthly rent paid by the tenant cannot exceed €800.00

· the contribution will be different based on the months of duration of the renegotiation

2. Changing the type of contract from free to agreed and lowering the rent

· the new agreed fee contract cannot have a monthly fee exceeding €700.00

· the contribution will be calculated on the first 24 months of the new contract for a maximum of €4,000.00

REQUEST

The question must be

· presented by the landlord on a specific form in the Municipality where the accommodation subject to the renegotiation of the contract is located;

· filled in in all its parts, under penalty of rejection;

· signed by both the landlord and the tenant;

· delivered by hand to the Social Help Desk (by appointment by calling 0522-839749) or sent via certified email to [email protected]

The following documents must be attached to the application:

· copy of the lessor’s valid identity document (copy of the residence permit if with non-European citizenship);

· copy of the tenant’s valid identity document (copy of the residence permit if with non-European citizenship);

· copy of the duly registered rental contract (with indication of registration);

· copy of the renegotiation registered with the Revenue Agency.

Applications are managed with the “one-stop” procedure without the formulation of rankings.

GROUNDS FOR EXCLUSION

· assignment of public residential housing;

· rental contract for residential use with cadastral categories A/1, A/8, A/9.

CONTROLS

The Municipality of Guastalla carries out checks on self-certifications pursuant to Presidential Decree 445/2000 and, before granting the contribution, proceeds to verify possession of the requirements with particular attention to the registration of the renegotiation with the Revenue Agency.
