In addition to the Lombardy Region, the parties involved in the draft agreement are the Prefecture of Varese, Trenord, the Italian railway network (RFI), Ferrovie Nord SpA, the Agency for local public transport of the Como, Lecco and Varese basin and the Lead Municipalities of Varese , Busto Arsizio and Gallarate.
