Sheet 159, parcel 84. This is how the Ellera field appears in the land register. A municipal field which however does not belong to the Municipality. In fact, the incredible thing is that it is in the hands of private individuals. And what private individuals: all over one hundred years old. The owners are a Neapolitan woman born in 1917, a 104-year-old Roman – the youngest – and a man from Ancona born in 1891, the latter a partial usufructuary. After the unregistered Rocchi stadium, here is the new discovery of councilor Emanuele Aronne: at the Ellera field “there is not a single parcel registered to the Municipality of Viterbo”.

The story
Now to get to the bottom of it we need to go backwards. «We are doing research – he says – to understand if and when they should have moved. I hope to find a convention that says the only thing not done is the final step. I imagine it was an urban planning agreement where, in exchange for being able to build who knows what, the land was given to the Municipality. We will see”.
So it went on like this all my life. “There has also been work done by previous administrations.” By the way, the current concession expires at the end of August. «I can’t publish the notice now: a technical extension will be made while waiting for the situation to be properly understood. I can’t make an announcement on something that isn’t mine.” Almost a Rocchi encore, in short. «I’ll say another thing: on the basketball court at Ellera there is a particle that doesn’t belong to the Municipality. I found the convention and that particle isn’t there. Surely they missed it along the way, because it’s a triangle in the center. I called the owners, they won’t give it to us: we will have to expropriate it.”
And pay. In the other case, however, it concerns the entire playing field. «We can proceed with an amicable transfer or a usucaption, but we have to work on it: assign an external assignment and draw up the parcel plan. The ideal – concludes Aronne – would be to find the convention and discover that it wasn’t just the change that was made.” Like a goal with time expired.
