The Municipality of Modena obtains approximately 200 thousand euros for Fuori Radar, a project aimed at combating the phenomenon of NEETs, i.e. young people who do not study or work, on the one hand consolidating actions implemented in recent years to encourage engagement and activation or reactivation of young people in this situation, on the other hand experimenting with new actions both in terms of methodology and content.

The project, which has a total value of 248 thousand euros, is financed in particular for 195 thousand 500 euros by the National Association of Italian Municipalities (Anci) and for 52 thousand 500 euros by the Administration. The Municipality, together with nine local entities, participated in the Anci public tender “Link! We connect young people to the future for the presentation of project proposals for the emergence and reactivation of young Neet”, aimed at activating project proposals and interventions through the direct involvement of the population in the age group from 14 to 35 years. The initiative, co-financed by the Presidency of the Council of Ministers – Department for Youth Policies and Civil Service, rewards the Municipalities and Unions of Municipalities that had already implemented projects and had positively developed a territorial intervention model inherent to the target youth. With the progression of the ranking, the financing is now assigned to Modena and, in the next few weeks, the agreement for the realization of the project will be signed, which must be completed within a year.

For Fuori Radar the Municipality wanted to solicit a broad partnership through a notice of expression of interest to present proposals for activities in the logic of co-planning, creating a collaborative ecosystem (the young people themselves, educators, trainers, tutors, mentors, youth workers, associations, employment agencies, businesses, schools, institutions). In fact, the project involves, in addition to the Municipality, the Asp Patronato dei Figli del Popolo and the San Paolo and San Geminiano Foundation; ForModena limited liability cooperative company; Artists Drama Aps; La Porta Bella social cooperative society; Aps Club TreEmme; New Cerform; Stars & Cows srl Benefit Company; Social cooperative glider; Caleidos non-profit social cooperative.

The project intends to create educational opportunities and experiences to help NEETs: an integrated program of specific training, information and experiential proposals will therefore be built that encourage young people to rekindle their vision of their future and find motivation in undertaking study or placement paths at work, strengthening self-esteem and confidence in one’s own abilities and increasing one’s psychological well-being. Off the Radar also aims to prevent the phenomenon through early interventions on users at risk, promoting a virtuous circle between family, school and services that helps young people to recognize the most suitable study and work paths. The project, therefore, also envisages the continuous strengthening and updating of youth policy operators with a training course that the Municipality of Modena will organize on behalf of the Region and which will include innovative modules. The objective is also to allow local entities active on the topic to provide themselves with tools and skills to collect useful data on the NEET phenomenon and deepen their knowledge and understanding in order to identify the most effective measures.
