Rimini, Cra “Case Protette”: reimbursement for the elderly and people with disabilities defined

CGIL Rimini, CISL Romagna, UIL Rimini, together with the categories of pensionersexpress satisfaction with the application agreement of the part relating to 2024 of the agreement of 6 February which closed the “tuition dispute” on the increase to be paid by users of accredited residential facilities for non-self-sufficient elderly people.

The mobilization carried out in the territories by CGIL, CISL, UIL and by pensioners has produced a particularly significant concrete result in a phase of great difficulty for families, pensioners and workers, with medium-low incomes, eroded by the increase in the cost of living. The ISEE-based refund represents an important innovation and an incentive to use this tool, especially in view of the objective, long claimed by the trade unions, of providing a tariff system based on the linear ISEE. Starting from 2025 in fact, upon entry into force of the new accreditation, as agreed with the Region, a personalized fee will be calculated for each useron the basis of the specific economic and financial condition, thus promptly considering the actual ability to participate in social and healthcare spending.

CGIL Rimini, CISL Romagna, UIL Rimini together with their respective pensioner unions highlight that the agreement obtained will have a positive impact on the incomes of the approximately 1,200 Rimini families who had been affected by the increases.

The fracture caused by the Region’s unilateral decision to increase fees is thus substantially recovered: the agreement provides, the elimination of the burden for users of “protected homes” with ISEE social health residences up to 12,000 euros. For those who have an ISEE between 12,000 and 20,000, there will be a refund of 3 euros for each day of hospitalization. The savings for users and families thus stands, for the entire year 2024, between 1,000 and 1,373 euros.

The Municipalities, through the managing bodies, will have to send a specific communication by 12 July 2024 to all interested users and families, indicating the methods and the deadline of 30 September 2024 for submitting the ISEE for reimbursement.

The union commitment now continues for a positive review of the regulation of accreditation of services and social-healthcare benefits, with the aim of strengthening the public governance of the system and improving its organization for both users and operators and the operators, and for a homogeneous tariff system at a regional level based on social equity criteria.
