The Prosecutor’s Office hypothesizes a corruption system which involved the assignment of jobs by administrators to obtain benefits, through “illegitimate and sometimes false acts”. The provincial commander of the Carabinieri explained it Manuel Scarso on the sidelines of the press conference held yesterday morning at the Prosecutor’s Office in Santa Maria Capua Vetere. In exchange, the administrators “obtained various favors and benefits such as work carried out at their homes” or by being forced to purchase building materials from retailers they owned.
For the assignments, the proven tool of “unpacking” was used: in order not to exceed the threshold beyond which it is mandatory to resort to the contract, the interventions were divided and assigned directly, in particular for the maintenance of public green areas, school buildings and municipal kennel. According to what emerged from the investigations, Scarso added, in some cases the works had already begun or even concluded before the relevant documents were approved and paid to the companies in full and not as a percentage.
During the investigation, a conflict emerged between public and private interests with a “merchandise of the vote”, according to what the Public Prosecutor stated Pierpaolo Bruni. The measures arrived thanks to “careful monitoring of collusions aimed at managing work assignments in exchange for promises or benefits of any kind”, according to the deputy assistant prosecutor Carmine Renzulli.
The commanders of the operational department Salvatore Sferlazza and the investigative unit Gianluca Galiotta they explained that the investigators made use of an IT platform and asset investigations on Edil Marzo: the company saw its business increase after the appointment of the councilor, with a growth in sales of 250%. An exploit that was contested by the competing companies themselves.
