“Damage for disservice”. This is the accusation made by the Court of Auditors of Genoa against 18 politicians, officials, engineers, managers and lawyers.

At the center is the never-built prison in the Passeggi area between Savona and Quiliano which should have cost around 75 million euros. In fact, the Ligurian state body accuses the 18 subjects (including the former mayor Carlo Ruggeri and the former urban planning sector official Ennio Rossi) of alleged treasury damage of 4.8 million as the prison was never built.

The investigations were carried out by the soldiers of the Genoese financial police with the delegation of the Ligurian Accounting Prosecutor’s Office after a report had been received from the company that had won the contract for the construction.

The contract with the same was then dissolved by the Ministry (the company sued the State which had to pay 4 million and 200 thousand euros) due to a considerable increase in prices which was linked to the fact that, in addition to being on the hills and particularly impervious, it was crossed by two power lines and a gas pipeline.

In addition to the damage due to poor service, the project damage and the termination of the contract with the contractor are also central.

The first executive project was in 2002. To date, Savona and the area after the closure of the Sant’Agostino prison do not have a prison.
