“La Pigna’s proposal, clear and immediately implementable, implies that part of the costs foreseen for the extension of the public water network to homes not yet served, will be covered by the Municipality of Ravenna and/or by Ravenna Holding (owner of the network water).
ATERSIR, the Emilia-Romagna Territorial Agency for Water Services and Waste will cover half of the total cost of the work. The remaining 50% will burden the pockets of the residents of the so-called “scattered houses” who will have to shell out up to 40,000 euros to finally be able to use the public drinking water supply service.
This is not the time for controversy but for decisions.
It’s time to solve a long-standing problem that has persisted for decades: La Pigna’s availability in this sense is total. Now the ball passes to Mayor Michele de Pascale, to the Democratic Party and to the parties that support him: a responsible attitude is expected from them and therefore acceptance of the proposed solution.

In the meeting of next June 11th, the Ravenna City Council, to which we invite the residents of the houses scattered throughout the municipal territory, will have to discuss and vote on our proposal.
We hope for a convergence of all the political subjects represented in the Council, free from any political prejudice, towards La Pigna’s proposal: the only way forward if we really want to resolve the issue.

The act that we will present on June 11th is perfectly in line with the line expressed by the agenda approved unanimously by the City Council itself last March 26th.
A solution that with foresight was recently implemented by the Municipality of Cesena, which took on 50% of the costs not covered by Atersir, to serve the scattered houses of its territory with public water.

If the de Pascale Council intends to adopt a resolution to this effect even before the City Council meeting on Tuesday 11 June, the La Pigna, Città-Forese-Lidi council group is ready to withdraw the motion.

Demonstrating that what drives our initiative is only the real intention of asserting an inalienable right such as that of access to public drinking water and certainly not the desire to plant a political flag on the skin of the citizens themselves.

The point is clear: 50% of the costs for the works to extend the water network in favor of the scattered houses of San Pietro in Vincoli, the Ville Unite and more generally of the entire municipal territory, must be supported entirely by the Municipality of Ravenna and/or by Ravenna Holding.
It should be highlighted that for years the municipal water network has been in the hands of the Municipality’s flagship company, Ravenna Holding, which owns it and receives an annual fee of around 3 million euros, paid with the tariffs applied to Ravenna residents.

From 2023, the revenue deriving from the fee for the use of the water network must be, as a result of the agreement signed between Atersir – Ravenna Holding – Hera, totally reused for works necessary for the development of the Integrated Water Service. And this is the case in question.
It should not be forgotten that within a few weeks the Municipality of Ravenna will be able to count on a “treasure trove” of municipal economic resources equal to 9 million euros, which corresponds to the free part of the administrative surplus of the 2023 financial statement.

A treasure from which it is possible to draw the necessary amount to support the costs of expanding the municipal water network.

So Mayor de Pascale and his administration have in their hands, or rather in their pocket, the solution to erase once and for all a shame that has continued for too many years.

We expect them to act in this sense, leaving political prejudice aside for once and finally giving priority to the people of Ravenna over party interests.”
