The Municipality of Parma has called a competition for graduatesfor the recruitment of Administrative Instructors.

PROFESSIONAL CONTENTS

The Municipality of Parma, in Emilia Romagna, has therefore announced a competition for graduates, aimed at hiring seven Administrative Instructors.

The Administrative Instructor manages administrative processes, even complex ones, in the various areas of intervention of the Institution, with the related preparation of documents and measures. It can also carry out activities such as:

• investigative nature by preparing acts and measures attributed to its competence inherent phases or work processes, collecting, organizing and processing data and information;
• management of front office services with internal and external users;
• issuing certifications and documents;
• internal relationships even outside the organizational structure to which they belong and external relations with users.

SALARY

The annual gross salary for the professional profile selected through the competition announced by the Municipality of Parma is equal to 21,392.87 eurosin addition to the thirteenth month’s salary, the sector allowance and the allowances provided for by the collective agreement.

The aforementioned emoluments are subject to tax, social security and welfare withholdings in accordance with the law. Corporate welfare measures are also envisaged for the benefit of the organisation’s employees.

REQUIREMENTS REQUIRED

Persons in possession of the general requirements for access to public competitions can participate in the Municipality of Parma competition for graduates, namely:

• citizenship Italian or from one of the countries of the European Union or from other categories indicated in the announcement;
• have an age not less than eighteen years and not more than that provided for by the regulations in force for retirement in the public sector;
• enjoyment of civil and political rights;
• physical fitness to employment;
• have not had any criminal convictions definitive or for which rehabilitation has not taken place or have pending proceedings which may prevent the establishment of the public employment relationship;
• absence of criminal convictions, even with a sentence that has not become final, for the crimes provided for in Chapter I of Title II Book Two of the Penal Code, pursuant to art. 35 Legislative Decree 165/2001;
• non-existence of dismissal, dismissal or dispensation measures from employment in Public Administrations due to persistent insufficient performance or forfeiture resulting from having obtained the appointment through the production of false documents or documents tainted by incurable disability;
• regular position towards compulsory military service;
• good knowledge of the English language and the most popular computer programs.

Candidates are also required to possess a Secondary school diplomaobtained after passing a five-year course of study.

HOW THE SELECTION IS CARRIED OUT

If more than 400 applications have been received, the Administration, at its sole discretion, reserves the right to proceed with a pre-selection test which will consist of multiple choice aptitude tests and/or multiple choice tests relating to the exam subjects.

The selection will consist of carrying out 2 exams: a written test, with a practical/theoretical content and an individual oral test.

The tests will focus on the following subjects:

• Regulation of Local Authorities (Legislative Decree 267/2000);
• General rules on the organization of work employed by public administrations (Legislative Decree 165/2001);
• Law 241/1990 on administrative proceedings;
• Administrative law;
• The public employment relationship, national employment contract for employees of Local Authorities, rights, duties, responsibilities, code of conduct and disciplinary code;
• Access to documents, civic and generalized access;
• Confidentiality of personal data (Legislative Decree 101/2018);
• Elements and general principles on the institutional, financial and accounting system of Local Authorities;
• Notions regarding the Public Contracts Code;
• Digital Administration Code;
• Anti-corruption, Transparency and Protection of personal data;
• Elements of criminal law with particular reference to crimes against the Public Administration;
• Elements regarding transparency and prevention and repression of corruption and illegality in the Public Administration;
• Good knowledge of English and the most popular computer programs.

During the oral test, the candidate’s motivational aspects and aptitude characteristics/transversal skills (indicated in the announcement) will also be verified.

This public selection complies with the new rules set out in the public competition regulations.

HOW TO SUBMIT THE APPLICATION

The application for participation in the competition for graduates of the Municipality of Parma must be submitted by 3.00 pm on the day July 1, 2024exclusively electronicallythrough the inPA Portal by connecting to the link on this page.

To access the platform you must authenticate using SPID, CIE, CNS or eIDAS credentials.

To the application for participation in the competition, the candidate must attach the receipt of payment of the competition fee €10.00.

FURTHER INFORMATION

The date of the pre-selection test, if foreseen, will be communicated solely through publication on the website of the Municipality of Parma, section “Competition Notices”, and on the inPA Portal, with at least fifteen days.

The list of admitted candidates, the date and place of the written and oral tests will be communicated in the same way, with at least a notice period of fifteen days for the written test and with at least a notice period twenty days for the oral exam.

In the event of a large number of participants, the Administration may opt to conduct the written test remotely digitally. In this case, please refer to the notice for details of the necessary IT equipment that each candidate must have to participate.
