“Our estimate, to date, is that in the Marche at least seven out of ten houses will need to be made more efficient: a situation perhaps worse than that found in other regions due to our rather dated real estate assets over the years.

Furthermore, it must be taken into account that the Marche is among the longest-lived regions and our grandparents and fathers should renovate their property when the assets at their disposal should be used to guarantee a healthy old age”. This is the scenario hypothesized by Stefano Violoni, president of Ance Marche, following the entry into force of the European directive on green homes, which provides for a reduction in the average consumption of primary energy by at least 16% by 2030 and by 20% by 20250 for existing properties, and “zero emissions” buildings for new constructions. “It is certainly a train that needs to be coupled – adds the president -, but adequate and long-term financial instruments will be needed, with few, clear and well-defined rules and, above all, without sudden changes taking place, like those we witnessed with the superbonus. On the contrary, there is the risk of stopping at good intentions.”

Furthermore, for Ance Marche, the European directive “should be integrated into two other plans, one national and the other regional”. This concerns, in particular, the National Building Renovation Plan, regarding which Violoni hopes that “ideological barriers will be put aside to think together with the aim of outlining simple rules, which implement the Brussels project”. “It is best to leave full freedom on the methodologies used to achieve the expected targets, without imposing types of intervention,” the president cuts short. There is then the impact of European rules on regional urban planning law, launched at the end of last year and about which Ance Marche had expressed more than one doubt: “A connection must be created with European legislation, so that there is absolute coherence, and as if that were not enough, its operational declination will also have to take into account that many small municipalities will have difficulty managing the technical complexity of urban planningalbeit simplified, due to budget and staff shortages, so they will need to be accompanied”, concluded Violoni.
