The Ragusa City Council approved the Spending Plan of the Ibla Law, which aims to enhance and unify the historic center of the city, from Ibla to Ragusa Superiore. Mayor Peppe Cassì illustrated how this plan puts into practice the vision of a more synergistic and valorized city. A significant intervention will be thereredevelopment of via Monelli, known as “the cemetery road”. With an investment of €800,000, this artery will be equipped with new lighting, asphalt and drains, thus becoming the third main road for Ibla, together with via Risorgimento and Corso Mazzini. This intervention will not only relieve traffic congestion on these two streets, but will also stimulate commerce and the redevelopment of part of Via Roma, which is less exploited today.

What the plan includes

The Spending Plan includes numerous chapters dedicated to maintenance (€400,000), urban decoration (€200,000), signage (€50,000) and recovery of the artistic heritage, such as the Holy Ark of the cathedral of San Giovanni Battista and the paintings of Tommaso Pollace ( €25,000).

The councilor for the Historic Centre, Giovanni Gurrieri, underlined that the plan is not limited only to works and works, but also includes incentives to support residential housing, with an investment of €150,000. These incentives will be regulated by a specific regulation of the City Council and will be based on two pillars: renovation of main residence propertiesor a non-repayable contribution of €5,000, with the obligation to report the use of the funds and maintain residence in the property for at least 5 years and settlement of university studentsi.e. a contribution to reduce the rent up to a maximum of €1,500, based on the ISEE certificate.

These incentives aim to make the local university more attractive for non-resident students, revitalize the historic center and combat illegal renting. The incentives will be integrated with other tools already activated by the administration to encourage residentiality, such as the Detail Study for the reconstruction of properties according to modern living standards and the tax relief plan for those who renovate and move to the Historic Center. Finally, the plan also maintains a quota of contributions for economic activities, equal to €200,000.
