European elections, the Municipality of Parma has chosen the scrutineers

The municipal electoral commission, chaired by councilor Marco Bosi, has chosen the scrutineers for the elections of 8 and 9 June. Based on the electoral reform law n. 270 of 21 December 2005, the scrutineers are no longer drawn by lot, but chosen by the Commission from among those registered in the specific register.
In addition to the president, the Commission is made up of city councilors Virginia Chiastra, Saba Giovannacci and Manuel Marsico.

ELECTORAL SECTIONS
There are 204 sections, plus 8 special sections.

SPECIAL SECTIONS
For those hospitalized in hospital facilities or places of care, it is possible to express one’s vote in special sections set up within the place of hospitalization, following a specific written request to the Health Directorate.
The special sections in the Municipality of Parma are:

COMPOSITION OF SEATS
Each polling station is made up of a president and 4 scrutineers plus a secretary appointed by the president.
The special seats are made up of a president and 2 scrutineers, of which 1, at the choice of the president, also assumes the functions of secretary.

PRESIDENTS
There are 212 Presidents, appointed by decree of the President of the Court of Appeal of Bologna on the basis of the proposal that the Municipality has already sent.

SCRUTATORS
There are 4 scrutineers for each normal polling station, 2 in the special polling stations for a total of 832.
Immediately after the appointment by the Commission, the scrutineers will receive notification of the appointment measures at their residence.
If notification is not possible, the Municipality staff responsible for notification will leave a specific notice at the address of residence, following which the interested party will be able to withdraw their nomination directly at the electoral counter at the DUC, starting from the day and with the deadlines indicated in the notice.
Any renunciations can always be communicated at the electoral desk at the DUC, returning the original of the nomination or to the email [email protected] indicating the reasons and attaching a copy of the nomination and an identification document.
The Electoral Office will proceed to replace the renouncing scrutineers by drawing on the reserve names, also nominated by the Commission, always notifying the nomination to the scrutineer’s residence.

How to register on the register of polling station scrutineers
All resident citizens registered on the electoral lists of the Municipality can request registration in the Register of Scrutineers by November of each year. The essential requirements for this registration are the possession of Italian citizenship, the enjoyment of political rights and the possession of a compulsory school qualification. The requests received by November 2024 will be used to update the 2025 Register.
How to register on the register of polling station presidents
All resident citizens registered on the Municipality’s electoral lists can request registration in the Register of Polling Chairmen by October of each year; the essential requirements for this registration are: Italian citizenship and enjoyment of political rights; age not exceeding 70 years; educational qualification: high school diploma. The requests received by the end of October 2024 will be used to update the 2025 Register.

The website also allows you to consult and download the entire archive of electoral results since 2003 and the results referring to the Municipality of Parma will be published on it as they arrive from the polling stations.

FOREIGNERS FROM THE COMMUNITY REGISTERED ON THE ELECTORAL LIST
As is known, non-EU immigrants do not have the right to vote.
However, citizens belonging to a member state of the European Union can vote in the European elections if they reside in the municipal territory and are registered in the added electoral lists.
The EU citizens who are registered in the added lists and who will be able to vote in the next elections are 271, of which 82 males and 189 females.

CHANGES OF HOUSING AND CHANGES OF RESIDENCE
Residents who changed their address within the Municipality after 25 April will have to vote in the electoral section in which they were already registered, while citizens who registered the change in the Registry before that date, if it involves a change of section, will receive these days a label to apply to the electoral card with the location of the polling station where they will have to vote.

As regards new voters, the extraordinary dynamic review took into consideration changes of residence completed by April 25th.

ITALIANS RESIDENT ABROAD IN AN EU COUNTRY AND ITALIANS TEMPORARILY RESIDENT ABROAD IN AN EU COUNTRY
Pursuant to the Legislative Decree of 24 June 1994, n. 408, can vote abroad for the election of Italy’s representatives to the European Parliament:
Italian citizens residing in a member state of the European Union and registered with AIRE;
Italian citizens and their family members cohabiting with them who are temporarily in an EU member country for study or work reasons, by submitting to the diplomatic-consular representation competent for the place of temporary domicile an application addressed to the Mayor of the Italian Municipality in which electoral lists are registered. The request had to be submitted by the eightieth day before the last day of voting, i.e. by 21 March 2024.
Voting abroad for members of the EP belonging to Italy is carried out at the polling stations established by the consular offices. The voter receives the electoral certificate from the Italian Ministry of the Interior at his address of residence abroad, indicating the polling station at which he can vote, as well as the opening date and time for voting.
The Italian voter residing abroad in an EU country, or temporarily domiciled there for study or work reasons (who has submitted an application to vote abroad within the established deadlines), if he returns to Italy, can vote at his Municipality of electoral registration: in this case, an explicit request must be made to the Mayor of the aforementioned Municipality by the day before the vote.
The Italian voter residing abroad and registered with AIRE can also opt to vote for the candidates for the seats belonging to the member country in which he resides; in this case he will vote at the polling stations established by the authorities of the member country of foreign residence.
Italian citizens who are permanently resident in an EU country and registered with AIRE and who have not opted to vote in favor of the representatives belonging to the EU member country of residence will be admitted to vote for the candidates for the seats belonging to Italy without need to submit any declaration.

How voters temporarily abroad will be able to vote:
These citizens have the right to cast their vote in the foreign country in which they are temporarily located only if they have exercised the relevant right of option by 21 March 2024. Otherwise they can only vote in Italy, in the Municipality in which they are registered on the electoral lists .
In our Municipality, 13 communications have been received from the respective Consulates regarding voters authorized to vote abroad.

Italian citizens residing in a country that is not a member of the European Union
Italian citizens residing in countries NOT members of the European Union can vote for Italy’s representatives in the European Parliament at the Municipality of electoral registration in Italy. To this end, by the twentieth day following the publication of the decree convening the electoral rallies, they will receive a notice postcard from the aforementioned Municipality.
