Healthcare, appoints Bardi as “Commissioner ad acta” ope legis: coverage for ordinary expenses must be found. PD councilors on the attack: “Disaster announced”
The appointment as “Ad acta Commissioner” of President Bardi is an appointment that arises ope legis pursuant to art. 1 paragraph 174 of law no. 311 of 2004 and not already by the Government. “The Basilicata region is not in a recovery plan and was not appointed to prepare a recovery plan, but only to find coverage for ordinary expenses as the deficit that was ascertained by the MEF Compliance Table is lower than the threshold of 4, 5% of the Regional Budget”, announced the Press Office of the Basilicata Council.
The commissioner ad acta has only one task, that is, to approve the coverage of expenses with a single act. In fact, it is an appointment provided for by law which has the sole purpose of conferring powers on the Commissioner in the person of the President of the Region to allow him with an ad acta decree to cover ordinary expenses, as explained in the institutional note
President Bardi, in his role as commissioner ad acta, has until May 30th to identify the sums and cover them with funds already identified and committed.
Precisely because he is an “ad acta Commissioner”, given this single act, he will cease his functions and everything will return to ordinary administration.
The Health Department of the Basilicata Region clarifies this in a note following press rumors and erroneous considerations by certain political forces.
The thrust of the regional councilors of the Democratic Party, Roberto Cifarelli, Piero Lacorazza and Piero Marrese, was harsh; an official note appearing in the regional bulletin reported their statement: “The news of the nomination by the national government of Vito Bardi as Commissioner for the raising of funds and the drafting of the 2023 final budget of the Lucanian health companies is confirmation of the widely announced disaster of the centre-right’s management of healthcare. The recent accounting acrobatics and the liberal use of environmental compensation funds intended for job creation were not enough to avert the worst. We expect Bardi to lift the carpet under which he has hidden the dust and publicly clarify the situation. Despite lying on this crucial point, after winning the elections it is no longer his fate or that of the centre-right that is at stake, but the health of the Lucanians, which comes before and above all other business interests.”
