The tender times for the assignment of the public lighting service in Rovigo are long. LThe process for starting the procedure is “still at sea”, as the insiders at Palazzo Nodari report, because the times have expanded dramatically.
And so the race that the former Gaffeo administration aimed to close by 2024 slides forward with times that, for the moment, are impossible to define. The hypothesis on the table, in fact, was to abandon management through Consip, put the service out to tender and assign the service to the offer that best adheres to the criteria set out in a tender issued by Palazzo Nodari.
To achieve this result, the previous administration had turned to an expert consultant in the sector to whom he had entrusted the task of carrying out an in-depth evaluation of the various project financing offers formulated by private entities that the Municipality had collected in the meantime. The proposals in question are just under a dozen, including that of Edison, an Italian giant active in the sectors of supply, production and sale of electricity and gas.
From January 1, 2023 to today, the Municipality is managing the service itself after the management of the service through Consip, Central Purchasing of the Italian Public Administration, a joint-stock company whose sole shareholder is the Ministry of Economy and Finance, expired on 31 December 2022, after the assignment lasting 9 years. Once the assignment was completed, the administration found itself having to decide whether to continue management through Consip or whether to favor the project financing route. The game, however, is a millionaire: the annual fee linked to Consip alone was worth 1.3 million euros. With the recent tariff adjustments, an increase of up to around 3 million was expected.
