The new master plan, one of the central acts for the life of a city and capable of moving major political-economic interests, will occupy a portion of this final part of the Perugian electoral campaign. Days ago, the councilor for urban planning Margherita Scoccia, candidate of the centre-right, in presenting her programme, put it among the priorities in case of victory on 8 and 9 June. An idea that certainly isn’t born now given that FdI had already talked about it at the end of 2020 when presenting the new management.

Almost an investiture for the future also for the possibility that the delegation allows to have in terms of a broad vision of the city and the establishment of relationships with the economic world; relationships whose reins are now held, logically, by the outgoing administration. On the topic of the need for a new Prg Scoccia returned in the last few hours: «We urgently need one which until now – he said – has not been possible to achieve because we have been very busy getting the municipal budget left in the red by the left with 35 million in debt and then in managing the emergency of a global pandemic.”

Annoying The councilor recalled that the current Prg dates back to 2002 when «it was prepared for a very different city compared to the Perugia of today and tomorrow. To make it happen, Scoccia explains that everyone will be involved and that it will be carried out “in line with the wishes of the community”. «This tool – he adds – will accompany us in the sustainable development of an increasingly contemporary city in terms of the environment, economy, roads, roads, transport, land consumption, housing plan, efficient infrastructure, green, digital, exaltation of our historical heritage and cultural”. Overall, a Plan that will have to create “an environment favorable to investments, to the creation of jobs and therefore to well-being”.

Ferdinandi A few hours later, Vittoria Ferdinandi, a center-left candidate, also spoke on the topic, recalling first of all that budget management has nothing to do «with the desire or otherwise to propose a general variant to the master plan. The municipal administration of Perugia – she says – had ten years to do it, of which five with councilor Scoccia delegated to urban planning. You therefore arouse some suspicion that it will be announced during the election campaign as one of the first urgent obligations.” For Ferdinandi, the new document will have to aim at zero consumption and in line with the reduction of three million cubic meters already foreseen by the 2002 Plan: «The abnormal forecast of 300 thousand inhabitants – he recalls – dates back to the Prg of the 1960s and gradually reduced in time”.

The aces For the candidate, a phase of participation with economic forces and citizens will be needed, starting from the consideration that «the urban planning tools must be revisited, and it is our intention to do so from an integrated perspective that aims to encourage first and foremost the regeneration and reuse of the built environment in terms of environmental sustainability . It is therefore necessary to profoundly rethink the urban planning structure of the city – he continues – to give citizens more comfortable living conditions, opportunities for new ways of socialisation, social services closer to their daily lives, adequate mobility conditions”. For Ferdinandi, however, a stop must be placed on the choices made in recent years, when the council «promoted around 50 urban planning variants, some of which with building provisions also in environmentally protected areas, such as in the Pian di Massiano area, in the ecological corridor of Genna and in the urban countryside park, in the Vestricciano Ponte della Pietra area”.
