Reggio Calabria, Briante on the approval of the integrated education and training system: “deep satisfaction”

“The recent approval in the Regional Council of the PDL on educational services is an appropriate opportunity for some reflections on Education in Calabria and Reggio Calabria“. This is what the councilor writes in a note Anna M. Briante. “This is a reorganized and perfected regulation to better regulate the complex integrated system of education and instruction from birth to six years, in light of the most recent national legislation, the European Recommendations, the European Union Strategy on the rights of minors age and the European Guarantee System for Vulnerable Children, which guarantees specific measures for minors at risk of poverty or social exclusion”, Briante underlines.

“We can only welcome, after a rapid process, the unanimous approval of the PDL in the Council, on the initiative of the vice-president Giusy Princi, who reorganizes the legislation on educational services in Calabria in “preschools”. This is the first of the six sectors on which the Education and Training system in Italy is divided (nursery school, primary school, lower secondary school, upper secondary school and VET, adult education, higher education offered by universities, institutions of higher artistic, musical and dance education and ITS). The concurrent legislative power of the Region in matters of education, starting from the analysis of the territorial socio-economic context, has made it possible to intervene in a primary sector such as that of nursery school, with the aim of erasing the educational poverty that often occurs associated with phenomena of economic poverty, social isolation, school dropout”continues Briante.

Regional law

The regional law approved in the session of the Regional Council of Calabria on 7 May, promotes the collegial dimension of the service through the active involvement of the regional school office, local authorities, educators and families, with a view to progressively achieving the free educational services. In light of the national and regional guidelines, the Municipalities will contribute to the planning of the educational offer and the drafting of the related Service Charter, which on the one hand illustrates the methods of provision of the service, the quality standards and the methods of protection of the users, on the other hand it is a real assumption of responsibility by the institution. The ownership of the educational services may be public, directly or indirectly managed (through assignment) by the Municipalities, private with an agreement or private without an agreement. The Service Charter will provide the requirements for accreditation, or for authorization to operate these services, subject to the mandatory opinion of a multi-professional technical commission and the operation of these structures will be subject to the possession of subjective, structural requirements. , management and quality which will guarantee first of all the children who will access it”, Briante remarks.

The elaboration of the Calabria Region’s Education and Right to Study Observatory of the 2022 Istat data, on the Calabrian school population, confirming the negative national demographic dynamics on a regional basis, quantifies it at 2.2% (children 0-2 years) and 2, 4% (children 3-5 years old) is the percentage of the population residing in the Social Territorial Area of ​​Reggio Calabria. While waiting for the implementing regulation of the regional law, being defined by the regional technical table, the municipal administration’s objective by the end of 2024 will be to increase the 35 registered children’s services, authorized to host 688 children (percentage just over 30%), with the opening of new and modern municipal structures, to be built in the name of energy efficiency and functionality of services, which will allow better management of time and spaces”, concludes Briante.
