“This year’s edition represents the eighth edition of this compendium which now represents a real compass, for enthusiasts and professionals, to move around the world of the over 1,500 municipalities that make up Lombardy and learn more about information and characteristics on the territories that they welcome them”, he declared in the preface to the volume Rinaldo Mario Redaelli General Secretary of Anci Lombardy.

“There are many themes taken into consideration: from demographic data to social data (population density, aging index, migration rate, etc.), from economic and financial data (financial and tax autonomy, transfers, expenses, active businesses, economic specializations of territories), to the state of unions and mergers of the Municipalities, of which we present an update as always, to the employed staff of the Municipalities and much more. Particular attention is dedicated to Small Municipalities of the region representing approximately the 70% of the total and to the mountain municipalities”.

But what are the peculiar characteristics of the province of Pavia? The first data that catches the eye is that of the population decrease, where our province is first in the region with -7.97 per thousand inhabitants, compared to a regional average of 4.47.

Good location for the presence of railway stations in the municipalities: Pavia is second behind only the Province of Milan.

Going into the detail of the analysis carried out, the following are taken into consideration five macro areaseach in turn divided into subsections.

Institutions

From the point of view of institutions the province of Pavia, characterized by 185 municipalities in total, 87% small therefore under 5 thousand inhabitants and 536,406 people resident at the end of 2023, it appears to be above average as regards the presence of female mayors which stands at 20.80%, in 4th place at regional level. At a regional level, in fact, the figure is 18.4%. At a registry level, however, sonly 5 municipalities out of 185 they can “boast” a mayor under 35 years of age.

Bad news for the province of Pavia on the voice finance. In fact, our province enjoys afinancial autonomy of the 68.80% (74.1% according to data referring to 2021 and which also take into account the revenues deriving from municipal solid waste). Given this which places it in third to last position at a regional level.

Instead, it ranks eighth for tax revenues (335.1 euros per capita), seventh per extra-tax (184) and for current income (754.3). Our province is also placed in the middle of the ranking in terms of transfers per capita (381.3 per capita) and fifth for municipal expenditure (788.4 euros per capita).

Economy

From an economic point of view, the province of Pavia ranks seventh in terms of number of active businesses: the data speaks clearly. At the end of 2022 there were 39,829 entities (data at the end of 2022), down 3.4% on the previous year (-0.2% the regional average).
