The legality table has not yet been convened and the related clarification requested is slow in producing effects. The story of job center of the Metropolitan City (rely on Eco cooperative on which an anti-mafia interdiction was issued a year ago due to alleged links with the Casalesi clan) is still a puzzle. The CISL of Bari is convinced of this and, through the general secretary Giuseppe Boccuzzi, has returned to the field for explanations.
The appeal launched to the metropolitan mayor of Bari, Antonio Decaro, seems to have fallen on deaf ears despite the exponent of the Democratic Party (now candidate for the European Parliament) having signed a specific legality protocol with all the unions. The motion? The CISL has opted for the request for civic access generalized sent to the Metropolitan City and the general affairs office.
The instance
The contours of the operation are specified in the request: «Cisl Bari signed a memorandum of understanding with the Metropolitan City of Bari on 22 May 2022 for the promotion of the culture of legality and protection of employment. In September 2022, the CISL had asked the body for a meeting to obtain clarifications on a procedure for awarding the public contract for Door Future metropolitan towards the Cooperativa Eco Società Coop. Sociale, having taken note of press reports of an investigation by the District Anti-Mafia Directorate of Naples which had concerned the previous top management of the aforementioned cooperative”.
The requested meeting, according to the CISL, took place on 13 October 2022 «and in the same meeting we were informed that the mayor Antonio Decaro had taken action towards the Prefecture of Salerno to obtain decisions on the matter. Given the above, having no longer received any news since 13 October 2022 and having learned from the press that in May 2023 an anti-mafia interdiction was issued against the aforementioned company by the Prefecture of Salerno. In order to give value to the contents of the protocol on legality signed with the organisation, to have complete information on the matter, having taken note of the organisation’s declarations on the Corriere del Mezzogiorno of last May 1st, we ask for the possibility of receive the documentation communicated by the institution in the article».
The union awaits response
The reference is to three steps: «The communication of the start of the contract termination procedure against the Eco company; the opposition of the Eco company to the notice of withdrawal; the provision of the Court of Salerno with which Eco was subjected to judicial control and documentation from which it is clear that article 34 bis of the digs. 50 of 2011 freezes any exclusion provision pursuant to article 80 paragraph 2 of digs 50 of 2016, now amended in articles 94 et seq. of the current procurement code”. Now the union is waiting for a response.
