The municipality of Brescia has obtained 25 million euros for Social Housing

The Municipality of Brescia obtained 25 million euros from the remodeling of the fund National Innovative Programand for the Quality of Living (PinQua)then merged into National Recovery and Resilience Plan (Pnrr), for an alternative social housing project to that of the former Tintoretto tower, which will be built in Sanpolino. The intervention will affect an area of ​​5,500 m2 already owned by the municipality, as it is among those acquired for the formation of Economic and Popular Housing Plans (Peep). Starting from the first months of 2025, a block will be built, divided into three buildings with five floors above ground with 69 homes in total, which will occupy a surface area of ​​7,275 m2.

The project

The social project accompanying the residential part will pay particular attention to the uses of the ground floors, which will be enhanced as spaces for integrated living functions (services of public interest, areas for neighborhood and collective crafts/commerce). The external arrangements will include a public area with some paved areas and other green areas with trees. The building typologies identified in the project guarantee flexibility in the layout of the size of the accommodation, necessary to effectively respond to the needs of social housing users. The homes will have loggias and storage rooms on the floor and each building will be equipped with a stairwell with lift, serving five apartments per floor, for a total of 23 units per building.

The end of the works is set for March 31, 2026, a binding date to be able to maintain the Pnrr funds and for this reason the project proposal was developed with the aim of optimizing the timing as much as possible. It is not just a challenge for the Administration, but for the entire Brescia system, which relies on the entrepreneurial and productive world to complete this important objective.

The three buildings will be identical in configurations: planimetric, internal distribution and construction. This choice will allow for significant time savings in the design and execution phases of the works. A further optimization of timing comes from the choice to orient the housing model towards concrete environmental sustainability, also favored by the presence of the subway, which goes beyond the traditional model of the accommodation/garage relationship. The parking spaces will be outside, harmoniously inserted into the landscape and environmental context. Furthermore, although it is a single contract, the planimetric layout, the extension of the areas and the distances between the buildings to be built will allow the three construction sites to be activated simultaneously, without mutual interference.

Even in the face of a remodulation of the intervention compared to that envisaged in the former Tintoretto tower, the Administration demonstrates that it is pursuing its objective of giving concrete responses to the strong demand for rented housing at controlled rent, also by creating synergies with realities that are contributing to the success of the operation as Campus Edilizia and Brescia Infrastrutture.

It should be remembered that the choice to change the destination of PinQua resources took place after Redo Sgr, which must implement the former Tintoretto intervention pursuant to an agreement signed in 2021, did not sign the draft deed that would have allowed it to proceed with the operation, financed with 42.4 million. The overall amount of the work – in application of the criteria established by the Procurement Code and taking into account the progressive deterioration of market conditions, determined by a multiplicity of concomitant factors, many of which of a cyclical nature, which has led to exceptional peaks of increase of costs – was 91.8 million euros, of which 67.6 for the actual works and 24.2 as sums available to the contracting authority (for unexpected events, technical expenses, project monitoring, etc.). The portion of expenditure exceeding the public contribution, equal to approximately 32.1 million euros, should have been covered by Redo, which however did not sign the agreement, taking into account the regulatory and procedural burdens imposed by the legislation governing the Pnrr.

Former Tintoretto area

To date, therefore, as regards the former Tintoretto area, the first agreement between the Municipality of Brescia and Redo remains in force, dated 11 March 2021, which provides for the construction of 21,400 m2 of GFA to be allocated 2/3 for rental at an agreed price (58 euros/m2 per year) and 1/3 at the sale at an agreed price (1,600 euros/m2), in addition to 1,070 m2 to be allocated to services on the ground floor and 1,070 m2 to commercial spaces on the ground floor.
