An overview of the Limited Traffic Zone (ZTL) in Turin: all the information on maps, timetables, exemptions and the new permit procedure.

The Limited Traffic Zones (ZTL) of Turin represent a significant part of the urban fabric, improving sustainable mobility and the liveability of the city.

In recent months, several innovations have been introduced that deserve further investigation, in particular regarding the procedure for requesting permits. Here is a guide on everything you need to know about the Ztl in Turin.

Central ZTL: the main ZTL in Turin

The most important Limited Traffic Zone in Turin is the Central ZTLwhose map it is clearly visible on the appropriate web page on the municipality website. The area is divided into different zones with specific regulations. Access and movement restrictions vary depending on the area and time, with camera checks to ensure compliance with regulations.

Central ZTL timetables

During rush hours, from 7.30 to 10.30 on weekdays, the circulation and parking of unauthorized vehicles is prohibited in the Central ZTL, with the exception of those specifically exempted. Each mini-ZTL located within the Central Zone has specific regulations regarding closing times for transit and parking:

  • ZTL Roman Area – Closed to transit and parking every day – including holidays – from 9pm to 7.30am the following day. However, Piazza Emanuele Filiberto has an early closing time, from 7.30pm;
  • ZTL Public Transport – Closed to transit and parking from 0:00 to 20:00 every day, including holidays;
  • Pedestrian ZTL – Closed to transit and parking from 0:00 to 24:00 every day, always including holidays.

Permits to access the Central ZTL

From March 20, 2023 applications to request access permits to the Central ZTL of Turin must be submitted exclusively online through the appropriate platform.

Once logged in via SPID, citizens can consult the procedures for submitting applications and the various types of permits available. It is essential to ensure that you submit your application well in advance to allow the competent offices to carry out the necessary checks.

An important novelty concerns the dematerialization of labels. Starting from the first renewal, no paper support is issued to access the Turin ZTL. This measure concerns i Blue and Orange circulation permitsintended for owners of private parking areas or parking spaces in restricted traffic zones, ei Blue A and Blue B permissions which allow you to transit and park within limited traffic areas.

Types of permits

There are different types of permits for entry and/or parking in the Central ZTL for bodies, associations, businesses and private citizens – in particular if they are residents, domiciled or owners of a parking space in the ZTL – and all entitled subjects recognized by the Common. Different types of passes are available for them to access different areas within the ZTL:

  • Blue A and Blue B Permit – The cost is 201.81 euros + 16.00 euro revenue stamp and are valid for 2 years;
  • Green Permit – Allows access to green areas. It costs 201.81 euros + 16.00 euro tax and the validity varies from 1 day to 2 years for residents. It also allows access to the other ZTL, the ZTL Valentinowhich we will see later;
  • Orange, Blue, Lilac and Disco Permission: The cost is 70, 30, 50 and 50 euros respectively, plus tax stamp. Validity is 1 year.

What about electric and hybrid vehicles?

As regards electric and hybrid cars, there are particular regulations and incentives to facilitate access to Turin’s restricted traffic zones:

  • Pure electric cars Until December 31, 2024all owners of full electric cars, even non-residents, can apply for free a transit permit (Blue category A) in the limited traffic zone. This permit is valid for 2 years and the cost to be borne concerns only the relevant tax stamps. However, the permit does not exempt you from paying for parking in the blue lines during the established times;
  • Hybrid electric/petrol cars – Until the same date – 31 December 2024 – owners of electric/petrol hybrid cars registered since 2015 and with CO2 emissions equal to or less than 110 g/km – only residents in the city of Turin – can request the same Blue A permit paying half the current rate.

What vehicles are exempt?

Some categories of vehicles are exempt from the obligation to possess a specific permit to access and circulate freely in the restricted traffic zones of Turin, in particular:

  • Mopeds and motorcycles;
  • Quadricycles light;
  • Motorcycles;
  • Vehicles of private security agencies;
  • Disabled transport vehicles;
  • Vehicles of residents in the restricted traffic zones with reserved parking space;
  • Police and emergency vehicles;
  • Services of car sharing authorized to operate in restricted traffic zones.

The Valentino ZTL: special attention to the park

As mentioned, the Green permit is also valid for ZTL Valentino located within the park of the same name. This ZTL in the heart of Turin is completely closed to the transit and parking of vehicles for 24 hours every day of the week, including holidays.

However, some exceptions are made to allow the loading and unloading of goods, which is permitted from Monday to Friday from 10.30 to 12.00 and from 15.00 to 16.30, while on Saturday from 10.30 to 12.00. Furthermore, the means of the police forces and rescue workers can access the Valentino ZTL at any time to carry out their activities.

This limited traffic zone was established with the aim of preserving tranquility and safety within the charming Valentino Parkallowing visitors to fully enjoy the scenic beauty without being disturbed by vehicular traffic.

ZTL in Turin: watch out for fines

Respecting the ZTL rules makes cities more livable and keeps drivers happy protected from significant fines and sanctions.

Anyone who enters the restricted traffic zones of Turin without the necessary authorizations is in fact subject to the expected fines from article 7 of the Highway Code. The article provides that those who do not comply with the measures of suspension or ban on circulation may be subject to the administrative sanction of paying a sum which varies from 87 to 345 euros.

If you then travel with vehicles that produce levels of air pollution higher than those permitted, fines ranging from from 168 to 679 euros. In case of recurrence of the violation within the two-year period, it is also provided suspension of driving license for a period that can vary from 15 to 30 days.
