MILAN. Pescara is the provincial capital of Abruzzo which, in 2023, collected the greatest proceeds from fines and sanctions against private individuals for violations of the Highway Code. The data emerges from the analysis carried out by Facile.it on the data (updated in February) from Siope – the information system for the operations of public bodies – which also highlighted how the municipality has collected more than 9.4 million euros. In total, in 2023, the capital cities of Abruzzo collected over 12 million euros.

The Abruzzo ranking by income. Pescara occupies first place in the ranking, in second and third place on the podium are Chieti (1.2 million) and Teramo (almost 1.1 million).

The municipality of L’Aquila closes the Abruzzo ranking, with over 345 thousand euros raised from fines for violating the Highway Code.

Amounts per capita. From the research it emerges that even with regards to the value of “per capita fine” (as the ratio between the proceeds recorded in Siope and the number of resident inhabitants) the ranking does not change: in first place is Pescara, with a per capita fine equal to 79 euros. Followed – at a short distance between them – Chieti (25 euros) and Teramo (21 euros). Once again, the municipality of L’Aquila closes the ranking, with a per capita fine of just 5 euros.

However, it should be specified, as Facile.it points out, that not all fines are imposed on resident motorists and, indeed, in some areas tourists and commuters contribute significantly to the overall figure.

Small municipalities. Limiting the analysis to Abruzzo municipalities with fewer than 5 thousand residents, in first place is Scafa, in the province of Pescara, which has 3,495 inhabitants and, in 2023, collected more than 360 thousand euros in traffic fines. Second and third place for two municipalities in the province of Chieti; Miglianico (4,631 inhabitants, more than 210 thousand euros in fines) and Torrevecchia Teatina (4,216 inhabitants, over 187 thousand euros).
