AUSL MODENA, THE COURT OF AUDITORS REJECTS THE 2022 BUDGET

Important critical factors emerged from the annual audit carried out by the Emilia Romagna Section of the Court of Auditors on the budgets of the Modena Local Health Authority. Among the major issues raised by the State Body, the significant deviation of the operating result compared to the budget estimate (an element that affects the very reliability of the planning process) and the failure to cover Covid costs, only partially compensated with state resources received for the health emergency. Also underlined in red is the exceeding of the debt limit which cannot be remedied and which has exceeded the ceiling of 15% of current income imposed by law. Last but not least, the repeated and often discussed use of shift doctors from cooperatives. A critical situation which for the trade union is once again renewed despite the health company’s response to shift doctors, which replies that it has already introduced efforts aimed at progressively overcoming their use with a reduction, to date, of 60% compared to 2022. It had been agreed at regional level in terms of budget and the extent and distribution of the available resources had not yet been defined – explains the Local Health Authority – instead the extent of the budget deviation, while as regards the coverage of Covid costs, we read in the note, the Region brought the issue to the attention of the Government several times.
