“This request for intervention from the Prefect for the Terni Penitentiary Police is motivated by a series of problems and critical issues found within the penitentiary system in question”.

The request for intervention by the prefect Giovanni Bruno is from Roberto Esposito, secretary of SARAP, the Autonomous Union for the Role of Penitentiary Officers.

“First of all, there is serious overcrowding, with an inmate population that far exceeds the capacity of the facility – we read in the union note – Furthermore, there are frequent episodes of violence inside the prison, the latest on 4 May when a prison officer was brutally attacked by an inmate, phenomena of oppression among the inmates themselves are also frequent.

Last but not least, the insufficient presence of Penitentiary Police personnel appears to be inadequate to guarantee the safety and health of prisoners, as well as to prevent and combat critical events such as escapes and protests.

Therefore, an urgent intervention by the Prefect is necessary in order to address these serious problems which put the stability and effectiveness of the Terni penitentiary system at risk.

The requested intervention – adds SARAP – has the aim of guaranteeing a safe environment for prison staff and inmates, as well as counteracting the deterioration of discipline within the prison.

It is hoped that the request is taken into consideration and that concrete measures are adopted with the opening of a discussion table to address the problems described in this document.

What has been described above is no longer sustainable by those personnel who fight on the front line every day, bringing them to the end of their strength due to the lack of management capacity on the part of the top management of the Terni prison, as we have already highlighted on other occasions ”.
