Benevento, Guidoni barracks turning point parking: restyling with 200 spaces

Work begins on the construction of the new guarded car park in the courtyard of the Guidoni barracks, in Viale degli Atlantici. There Province passes to the operational phase of the intervention launched by presidential resolution of 6 June, for a total amount of 1.3 million. The first functional part of the 350 thousand euro project is about to go to tender, which will allow the creation of a car park with automated entrance for 192 parking spaces, right in the city centre. The countdown has already started for the acquisition of expressions of interest by the operators who will participate in the tender with a negotiated procedure, which will end on 10 May. From the moment of the award, the winning company will have 45 days to prepare the executive project and 90 days to carry out the works. Therefore, by the end of the year the work will be available to the public.

THE DETAIL

A particularly awaited project given the absolute cruciality of the intervention area. Caserma Guidoni hosts some of the most popular courtrooms every day, but it is also a strategic point for those going to the center and the upper area. It is no coincidence that the courtyard of the structure is a daily destination for thousands of motorists looking for a parking space. A need which, however, must take into account the unseemly state in which the area finds itself today: lunar craters form the basis for the transit of vehicles, wild vegetation instead of flowerbeds, piles of rubbish scattered among parked cars. A truly unseemly scenario, a shameful calling card that the city offers to those who reach Benevento from other locations. A gap that will be filled by the project developed by the technical sector of the Province led by Giancarlo Corsano, and in particular thanks to the activity carried out by the person responsible for the procedure Angelo Carmine Giordano. «It is planned – explains the project report – the arrangement of the paving of the entire area of ​​the square to be used as a car park through interventions of removal of the materials deposited on part of the square, cleaning of weeds and creation of the bituminous conglomerate. In order to safeguard the historical architectural context, the creation of a mat in bituminous conglomerate colored in distinct earth tones for the lanes, parking spaces and pedestrian areas is envisaged. 192 parking spaces will be created, of which n. 5 reserved for vehicles for disabled people, and n. 26 for motorcycles and related maneuvering area. Furthermore, the adaptation of the public lighting system will be carried out to guarantee better energy efficiency, adequate lighting of the area and the insertion of street furniture elements with a design that better integrates with the existing historical architectural context . The new devices will be equipped with LED lighting.” With the second phase, scheduled for the next few months, integrated photovoltaic shelters will also be built in the central area of ​​the parade ground. In total 16 modules will be installed. The energy produced will be used to power the local electricity grid, for the public lighting system in the square and for the four charging columns that will be installed in 8 car bays. We will also proceed with the screening with PVC paneling of the main facade of the ruined building overlooking Piazza Risorgimento.

THE MANAGEMENT

The management methods have yet to be defined in detail. The Province has an ongoing dialogue with the Court which could take over the parking in exchange for an economic compensation, finally providing the judicial offices with an adequate parking area. The car park will be equipped with automated barriers for entry and exit via ticket, an automatic cash point for payment and withdrawal of the coupon, totems at the two gates located at the entrance and exit, a luminous indicator of the residual availability of places available. In the event that an agreement is not reached with the Courtthe Province will entrust the management of the structure by launching a competitive procedure.
