Now the Municipality of Latin wants to have precise times from the company and, if necessary, is ready to carry out assessments and take measures. So, after months of reports from citizens wondering why it wasn’t possible to use the main city park since no one was working on it, the local authority has now decided to move.
But, it must be said, any measures to be taken may not be simple. The redevelopment of the Falcone and Borsellino Park is one of the most important projects among those financed with Pnrr funds. We are talking about works worth 5.5 million euros, a project that involves a total or almost total renovation of the large central green area in the capital. The construction site was opened with great fanfare on December 18th, the city’s Christmas day. But in almost five months practically nothing, or almost nothing, has been done. So much so that now the administration is about to lose patience.
THE FEARS
The consortium that is carrying out the works was expected to forward a new timetable on Thursday, insistently requested by the Municipality to have a precise picture of the situation, in particular after the entry into the consortium of a new company, a circumstance which in Piazza del Popolo had given rise to hope. But the updated timetable has not arrived.
Meanwhile, time continues to pass. And the Pnrr deadlines do not allow errors. Let’s look at the numbers in detail: the original timetable envisages 400 days of work starting from 8 January. It’s almost May 8th, so it’s 4 months, or 120 days. Ergo, we are almost a third of the way through the schedule. And by the month of September the first 30% of the planned works must be covered. At the moment, the consortium has carried out all the scarification of the entire asphalt present on the internal roads of the Park, and has prepared the installation of the manholes.
To give an idea of the times, it must be said that the wells and the relative preparation on the ground date back to weeks ago and no one has been seen since then. In all, in recent months, the actual days of work have been a handful and the Municipality is starting to have the same doubts that citizens have had for months.
THE INTERVENTIONS
There are many jobs to do. The creation of new internal routes, for example. Or the new fence, a work considered fundamental for the correct future use of the green area. Not to mention the installation of the new trees and the verification of the static nature of the historic ones.
Another important step will be the creation of the video surveillance system, which is also a fundamental intervention in terms of security.
But none of this has been done, not even started. In short, a situation to be clarified, to the point that the president of the Transparency commission, Floriana Coletta, has called an ad hoc meeting for next Thursday to verify the status of the work.
THE REMINDERS
«We have made several requests to the consortium – begins the councilor for Public Works, Massimiliano Carnevale – but as of Friday the new timetable had not yet arrived, which we requested following the inclusion of a new company in the consortium, a week ago. We are continually urging them to bring the consortium to work on a daily basis, and we are told that the internal organization of the construction site is their responsibility and that they will respect the contractual times”.
«It is clear – continues Carnevale – that it is a situation that does not fully convince us, so either there will be a change of pace within a few days, or we will make some assessments. However, no payments have been made to date.”
Evaluations which, however, may not be simple: with a termination of the contract there would be the risk of further extending the time and not respecting the deadlines of the Pnrr, between new tender and related procedures. Andrea Apruzzese
