The Regions play a fundamental role in the climate neutrality game. To understand how they work, what their strengths are and what areas to improve on, the Ciro database (Climate Indicators for Italian RegiOns) was developed – in collaboration with Ispra – which collects all the data on emissions, energy , renewables, industry, buildings, transport, agriculture, vulnerability, divided into 25 indicators. For each region there is also a story from the territory, a good practice correlated to a positive performance of the region.

How is Basilicata doing in the fight against climate change? From the Ciro database launched by the Italyforclimate platform, an overview of the updated performances of the region emerges, with strengths and areas on which to improve.

Emissions: natural absorptions in relation to the regional surface area are higher than the national average, while per capita emissions are worse.

Energy: overall, Basilicata’s per capita energy consumption is lower than the national average, while the Region’s primary energy mix deviates quite a bit from the average, especially thanks to the high share of renewable sources.

Renewables: Basilicata is one of the regions with the highest share of energy consumption from renewable sources in Italy, having reached almost 50%; however, no renewable energy communities were activated in 2022 and installed renewable systems remained well below the national average.

Transport: per capita transport emissions in Basilicata are quite low; however, less positive results are observed for the number of cars, for the share of registered electric cars and for the number of passengers transported by LPT in relation to the population.

Buildings: Basilicata records good results both in terms of per capita emissions from buildings and in terms of average consumption from homes, aligned with the national average; positive results also regarding the share of electricity consumption of buildings and the share of class A buildings (12%), higher than the Italian average (10%).

Industry: in relation to added value, industrial energy consumption in Basilicata is in line with the average, while both emissions and the share of electricity consumption perform worse than the national average. Agriculture: this is a sector in which Basilicata records quite positive performance, being the second Italian region for the lowest use of fertilizers and with a high share of organic agriculture (26%); however, the region also has rather high agricultural emissions and a high number of cattle raised in relation to the population.

Vulnerability: Basilicata is not a region critically exposed to the impacts of climate change, in fact it has a low number of extreme events in relation to the surface, a low share of land consumption and is the region in which the population is least exposed to flood risk (1%); a sore point are the losses in the water network, the highest in Italy.
