Just over five minutes and everyone’s gone. New ‘flash’ commission on Friday morning at Palazzo Spada and another controversy which, this time, involved the municipal councilor of Innovare per Terni Josè Kenny and the president of the third commission, Claudio Batini (AP). There was quick talk about the recognition of off-balance sheet debt.

At the center of attention is the recognition of the legitimacy of the off-balance sheet debt linked to sentence 409/2023 of the Umbria TAR: it is 1,600 euros following the compensation between the parties of the litigation costs. The lawyer Roberto Baldoni (on behalf of the appellant, initials CB) forwarded the request for reimbursement of the ‘out of pocket’ expenses and this is the consequence. Nothing in particular: «It is for annulment of an order and the TAR accepted the plaintiff’s request for litigation costs given the complexity of the matter. This is an acknowledgment of the recognition of off-balance sheet debt”, explained councilor Marco Iapadre briefly. With him the manager Claudio Bedini. No intervention was made on the matter and the session went smoothly with the vote taking place after less than three minutes. Then Kenny comes into action: «We spent 4-5 minutes for 1,600 euros. I hope that this commission does not cost the Municipality anything, otherwise it is scandalous. I thought there was something interesting, it’s crazy. Wasn’t it possible to combine the act with other things to make a minimum savings?”. Batini did not let it slide: «I really appreciate the provocation but I don’t agree with the way in which he presented it. He could ask why and not go straight to the charges. There were supposed to be two acts, unfortunately the competent councilor had commitments and the proposals were divided into two commissions. The justification is there.” The reference is to the municipal treasury match which, in fact, will be discussed on Monday at 12 with Michela Bordoni and the manager Grazia Marcucci. Story closed.
