It comes into force onraising of limits of the electromagnetic fields at 15 V/m provided by law 214/2023: this is a important step forward for the development of 5Gas announced on its website Ministry of Business and Made in Italy (Mimit), highlighting that highly performing networks will be able to substantially strengthen the competitiveness of the country system.
Raising emission limits will make it possible to amplify the adoption of 5G and this will mean that mobile operators infrastructured people can modify their network. In order to respond to the questions and observations received from operators on the new features introduced, the Ministry has set up a section of the site where the answers to the most frequently asked questions (DOWNLOAD THE FAQ HERE).
5G and electromagnetic limits
As required by the Competition Bill on telecommunications, “exposure limits, attention values and quality objectives” are adjusted “in light of the most recent and accredited scientific evidence”. Hence the raising of limits from the current 0.6 V/m to 15V/m “as regards the electric field intensity E”.
As regards, however, “the magnetic field intensity H” the limits would be raised “to a value equal to 0.039 A/m, and as regards the power density D to a value equal to 0.59 W/m2 ”.
In a logic of guaranteeing the most efficient use of the frequency spectrum, we read in the Mimit note, through corrective provisions to the Electronic Communications Code, and in compliance with the criteria established by the CEI 211-10 technical standard, provisions introduced that pursue two fundamental principles: the principle of fair distribution of electromagnetic space and the principle of effectiveness.
The revolt of the opposition
Raise electromagnetic limits by aligning Italy with Europe with the aim of accelerating the creation of new 5G networks to support the digital economy It is the objective pursued and achieved by the Meloni Government. But the opposition remains in the trenches, politicizing the debate.

AND with these new limits a real amnesty is created for many plants scattered across the Peninsula, already outlawed today for having exceeded the limits of 6 V/m, which will suddenly be condoned and will magically fall within the permitted limits. A good result for the Government in office, which it will receive thanks from the telecommunications multinationals operating in Italy (all, among other things, strictly foreign)pocketing only the disappointment and anger of the entire population for the treatment received.”
“Today the new electromagnetic limits come into force: the new limit not to be exceeded is 15 V/m, more than double the previous one, a threshold assumed without any scientific basis but only to facilitate entrepreneurs short-sighted who refuse to invest and adapt the systems”, adds the parent company of Greens and Left Alliance to the House, Luana Zanella. “Ultimately this is ‘Giorgia”s recipe: more pollution everywhere, in defiance of the future. Whoever wants to mark that name on the ballot paper should keep it in mind.”
Italy gives a boost to the use of Pnrr funds
In reality, the Competition bill in December revised the July proposal downwards, that of the 24 volt meter, soi goes from 6 volt meter to 15 volt meter. A “compromise” that however, it is decidedly far from the maximum limit of 60 volt meters set by the European Commission. Italy remains, therefore, among the most “severe” countries, but the new threshold will still allow for significantly reduce the quantity of antennas needed to cover the national territoryimprinting an acceleration of operators’ plans and especially those linked to the use of Pnrr funds.
