Massa Carrara provincial council: 2023 final balance approved

With the favorable vote of the Center Left council groups for Massa-Carrara and Action and the abstention of the Forza Italia and Lega-Fratelli d’Italia groups, the provincial council of Massa-Carrara approved the 2023 management report “On the basis of the nine parameters required, which are all negative – said the president of the Province illustrating the final balance – the institution is to be considered non-deficit: this is obviously an important element which, together with the 31 million euros from the cash register, gives us a picture of an institution that is not swimming in gold but which has a healthy balance sheet, even if with little possibility of maneuver”. The 2023 final balance has an administrative result of approximately 14 million 589 thousand euros which is divided into a set aside portion of approximately 1 million and 509 thousand euros, including 850 thousand euros for the legal expense risk fund and 620 thousand euros for the renewal of employee contracts. The restricted part, i.e. that of the funds that have a destination restriction based on laws or accounting principles, amounts to 9 million 747 thousand euros: among these there are constraints deriving from transfers, for approximately 9 million 112 thousand euros. This is an important figure which derives from State transfers, for 4 million 700 thousand euros and are the resources transferred by the Ministry of the Interior for the safety of the bridges, to which are added 2 million 83 thousand euros again from the Ministry of internally for the safety of the road network, sums flowing into the surplus.

“This figure – explained president Gianni Lorenzetti – it ended up as a surplus not because we were unable to spend it: they are sums that are transferred to us regardless of the fact that the tenders are then held. We started the first year with around 3 million euros, a transfer that was assigned to us at the end of the year and which obviously could not be spent by December 31st and therefore this operation meant that a destined surplus was accumulated. It must be said, however, that significant sums of around 5 million euros have been spent in the meantime and the rest is in the procurement phase.”Having removed the part of the surplus intended for investments, amounting to approximately 1 million 491 thousand euros, the portion of the free administration surplus remains which amounts to approximately 1 million 840 thousand euros. “To understand why this very important figure was formed – concluded the president – it should be noted that it was partly determined by the fact that in 2023 a portion of the risk fund was freed for 439 thousand euros and that another 430 thousand euros were freed from the provision that we had made on a prudential basis for increases in the costs of energy, until the ministry clarified that those were resources that could be spent. Finally, the 87 thousand euros derived from the renegotiation of mortgages also flowed into the free surplus. However, these are resources that we make available for road emergencies such as those that have affected our territory in the last period”. Another data from the final balance to be highlighted for the administrative activity is that of the payment terms: compared to the average of the deadlines, the Provincial Administration is 9 days early.
