Municipality of Piacenza: blue striped parking is always one of the most popular topics around Palazzo Mercanti. This time the city’s paid parking areas have attracted the attention of professionals for a guarantee. It is the one that intervenes in the event of non-payment of the fee by the Piacenza Parcheggi concessionaire.
The societywhich is headed by a Sicilian entrepreneur, the prince Filippo Lodetti Alliata, it seems that he has not yet paid the 2023 fee of over one million euros into the municipal coffers. And so we wonder why the Administration, led by the mayor Pd Katia Tarasconido not activate the guarantee to recover the debt.
Issued at the end of 2022, it seems from the Portuguese insurance company Abarca Seguros, the five-year surety policy would cover an amount of 1.2 million euros and only to guarantee the concession fee on surface paid parking areas. The guarantee is therefore not directly related to the future of the underground car park in Piazza Cittadella, a project that would be still waiting for “bankability” by Piacenza Parking.
However, Piazza Cittadella or not, in the Municipality there is no hiding a certain concern about the matter. According to those in the know, there are some things that don’t add up in the guarantee. And it seems that some opposition members in recent days have broken the hesitation and want to see things clearly. Among other things, a couple of Fratelli d’Italia councilors were recently spotted near the city’s public prosecutor’s office.
Sul theme However, there is interesting information. For example, if it were confirmed that the policy is from Abarca Seguros, an official declaration from it a few months after the deposit of the Piacenza guarantee at the end of 2022 would leave us perplexed.
Indeed, in a press release of April 3, 2023, the Portuguese insurance company issued a warning: “Recently, we learned that in Italy surety policies have been issued in our name, but without our consent and without ever having had any relationship with the relevant policyholders. We immediately reported the incident to the Institute for Insurance Supervision (IVASS) and the competent public authorities, clarifying that we had never issued such guarantees”.
Above all, Abarca Seguros in its press release specified “that it has not issued guarantee policies in Italy in the last three years”. And therefore between 2020 and 2023, the period covered by the guarantee deposited in the offices of the Municipality of Piacenza at the end of 2022.
