The 42-year-old Fabrizio Bazzani writes an open letter to the mayor of Ravenna, Michele de Pascale, to ask him to stop the construction of a new road in the hamlet of Porto Fuori which would cut the citizen’s property where he is building his house in two

The path drawn on the paper for a new road to be built in Porto Fuoria hamlet of Ravenna, cuts in two the land of a private individual who is building the house he has dreamed of for some time and so hope is open letter to the mayor asking to review the project. It is the story of 42 year old Fabrizio Bazzani who received aexpropriation order for part of its lot in via Vasco Presentati, on the edge of the town centre.

The project is the future link to the town of around three thousand inhabitants, compensatory work as part of a new urbanization of the eastern area of Porto Fuori. At the moment it is only the connection between via Bonifica and via Staggi is foreseen. In the future it should connect to the Classicana. The city council and the Darsena territorial council gave a negative opinion. Over a thousand citizens have signed a petition to say no to urbanization and the slip road.

Bazzani’s story begins about thirty years ago, when it was his parents who initiated the requests to transform the use of that land from agricultural to building. The 42-year-old was aware of the project for the road but he believed it was now forgotten in a drawer. The route would pass through the middle, leaving a 300 meter band beyond the road. The road would pass and 40 meters from the house under construction.

«On the occasion of the approval of the construction of the Porto Fuori Est urbanization – writes Bazzani in the open letter of which we report the full text below –, the mayor said he was willing to put in place a virtuous mechanism that allows us to rethink the situations if the interests of the community and the territory have changed. I ask the mayor to honor these words by blocking the realization of the project. This gesture will be a medal that he will always be able to show off in memory of his transparency and his good work in the area.”

Below is Bazzani’s open letter to Mayor De Pascale:

Dear Mayor De Pascale,

I am writing to bring to your attention the dissent of the citizens of Porto Fuori to the creation of the CD. suspender.

In these last few days, through roundabout and unofficial ways, we have learned that the Municipality of Ravenna is firmly convinced of building this road; while a large part of the country’s citizens are not even aware that the project will actually be implemented. I want to list, if you will give me 2 minutes of your precious time, my objections and doubts regarding the public utility of this project, probably shared by the majority of the country’s citizens. This is a project that does not enjoy sufficient consensus in the country and which the City Council, the Darsena Territorial Council and over 1000 citizens have opposed, signing a petition.

The implementation of the aforementioned project:

* it would damage the peace of those who live in the affected areas,

* it would erase vegetable gardens, depriving us of their social function for the psychophysical well-being of our elderly,

* would eliminate green areas,

* it would certainly not be seen well by the traders who survive thanks to the passage on Via Bonifica,

* it would require funds, which could be spent on other more useful public works and which enjoy greater consensus from the country such as for example greater safety of the Via Bonifica,

I believe that the non-feasibility of the slip road can be overcome by taking into consideration other more economical solutions such as:

* modifications to the Via Marabina,

* or the road to Punta Marina;

It should also be kept in mind that Via Bonifica, following the widening of the roadway, adapts perfectly to summer flow peaks.

We think that the concession for the construction of thousands of square meters, validated by the Municipality of Ravenna in the Porto Fuori Est Area:

* disregards the Directives of the Emilia Romagna Region in terms of land consumption,

* ignore the critical issues highlighted by our area with the recent flood.

We believe that the work of the so-called link road is partial; the private individual would only pay for the connection between Via Bonifica and Via Staggi, and from a practical point of view, it will not achieve the objective of lightening the flow on the center of Porto Fuori, because citizens will use the same current road of Via Bonifica and the slip road, in the best case scenario, it will be used by citizens living near the link road, bringing very few benefits to the latter. I would like to point out that the acoustic compatibility measurements are not updated, as they are older than the current moment. They would therefore need to be reviewed in light of the current reality of the area, as further homes have been built which would be located close to the aforementioned road.

The risk would be to damage the serenity of homes located in its proximity, to lower the value of properties, potentially undermine the health of citizens by bringing pollution within walking distance of them, and it would risk being built at a closer distance than the minimum regulatory distance. . Distance, however, in my opinion, always insufficient if one considers the idea of connecting the slip road to the Classicana in the future, thus generating a road of a class not suitable for such areas.

I thank you for the attention given to my town, but I fear the link road opens the way to further consumption of land in favor of building speculation by private entities, which, for the reasons mentioned above, is absolutely to be avoided. The evidence presented here could make one fall into the error of thinking that the Municipality has privileged the interests of the few, private entities, to the detriment of the majority. However, I do not believe this, in fact I believe in your good faith and that of your council, therefore, for this very reason, I ask you to review your position on the realization of this work. I saw in the creation of the maritime park, and in your participation in the conversation with the climatologist Mercalli, an environmental sensitivity that I sincerely appreciated, therefore, I ask you to continue along this line.

I remember that on the occasion of the approval of the construction of Porto Fuori Est, you yourself said you were willing, I paraphrase your words “to put in place a virtuous mechanism that allows situations to be rethought if the interests of the community and the territory are changed” . I therefore ask you to honor these words by blocking the realization of this project. I know that in other towns it has been possible to allocate the funds from the link road to other works that enjoyed the consent of the citizens, I don’t see why not do it in Porto Fuori too. This gesture will be a medal that he will always be able to show off in memory of his transparency and his good work in the area.

Best regards,

Bazzani Fabrizio.
