NOTEWORTHY. The project of a mega landfill for special waste (one million cubic metres) which a company from Brescia, Green Management, intends to build on the Grasciano di Notaresco hill, close to the waste storage and treatment plant of the ex Cirsu, with an investment of 14.5 million.
The preliminary examination of the project was concluded during the Via service (environmental impact assessment) of the Region. The Via service asked for opinions from 12 bodies: regional services, Municipality of Notaresco, Province of Teramo, Civil Engineering, Central Apennines District Basin, Arta and others. Well, three hard nos have arrived to the new landfill. The Province has expressed an opinion that the project does not comply both with the territorial planning of the Municipality of Notaresco, which allocates these areas to valuable agricultural production (the area is an agricultural-thematic park), and with its own: that is, the plant would not compliant with the Ptcp (territorial provincial coordination plan) approved in 2015 and with the area plan of the middle and lower Tordino valley. The Municipality of Notaresco said no for the same reasons given by the Province and the Arta, the regional agency for the protection of the environment, made three significant points, highlighting that this is an area of agricultural value and therefore of integral protection according to the criteria of the regional waste plan, that the buffer zone from the road infrastructure is not 10 metres, as it should be, but only three, and that there is also a deposit of excavated rocks from the construction of the first invaded ex Cirsu.
The phase that has concluded is preliminary to the request by the proposing company for the Hague (integrated environmental authorisation). But it is presumable that Green Management at this point does not even present the request, because the conflict of the project with the provincial and municipal planning instruments and with the localization criteria of the regional waste plan mean that there are no conditions for obtaining authorization .
