Enrico Coscioni he was suspended from his position as president of theAgenas, the National Agency for Regional Health Services. This was decided by the President of the Council of Ministers, on the proposal of the Minister of Health, even before the judges of the Court of Review of Salerno decide on the appeal presented by the local Prosecutor’s Office (the hearing was held last Monday and the panel reserved) precisely on the circumstance that the investigating judge, in deciding to ban the heart surgeon from practicing the medical profession for one year, had rejected the request for suspension as president of the public body and technical-scientific body due to the absence of the risk of evidentiary pollution in carrying out the role of president of the body (unlike what was argued by the Prosecutor’s Office which, for this reason, appealed ).
But for the Presidency of the Council of Ministers, the facts attributed to Professor Coscioni in the exercise of the medical profession are «of such gravity as to have undoubted repercussions also on the role carried out by him as president of Agenas». Among the many skills of the Agency there are also the monitoring of good practices for the safety of care, the management of clinical risk and patient safety, also through access to the information system for monitoring the reporting of accidents: for the presidency of the Counciltherefore, there is no doubt that the charges against Coscioni, although still being examined by the magistrate, appear as mentioned «of such gravity as to damage the image not only of the national agency for health services of which he is president, but also – in relation to the multiple and important skills that this agency exercises – of the entire public health sector”.
And, again, we read in the suspension decree until the date of settlement of the criminal trial and, in any case until 28 October 2024 – Coscioni had been appointed president of Agenas for a four-year period, starting from the date of the same decree, 28 October 2020 – «it responds to the pre-eminent public interest that the president of Agenas be suspended from his office since of a person who is accused not only of serious errors in the practice of the medical profession, which led to the death of a patient, but also of the crime of aggravated ideological forgery”.
And, in support of the decision, the decree also refers to the opinion of the State Attorney General who deemed it «to be able to agree that for the institutional tasks of the agency, the organic and functional position of its president and the specific facts contested by the Coscioni could point out that the continuation of the role is inappropriate even though it must be considered, without prejudice to the autonomy of evaluation for disciplinary purposes, what was expressed in the criminal proceedings by the investigating judge in not granting measures disqualifying suspension from public office”. And thus the note with which the Minister of Health, Orazio Schillacihaving also acquired the agreement in the permanent conference for relations between the State, Regions and autonomous Provinces, formulated the proposal for the suspension of Enrico Coscioni from the role of president of the National Agency for regional health services, the Prime Minister Giorgia Meloni upon the minister’s proposal, decreed this suspension.
It must be said that immediately, following Coscioni’s one-year ban from practicing medicine in his capacity as director of the cardiac surgery department of the Roar (last February) for the events that occurred during the aortic valve replacement surgery with bioprosthesis and coronary revascularization in which Umberto Maddalo was subjected on 20 December 2021, leaving an 8-centimeter piece of gauze in the patient’s body which was later found during the autopsy, the parliamentarians of Fratelli d’Italia, the senator Antonio Iannone and the deputy Imma Vietrihad sent two separate questions asking – to the minister of health – the existence of the conditions to suspend or remove the professional from the role of president of Agenas “while waiting for the circumstantial framework reconstructed by the investigating judge to be verified in court”.
