Pesaro, 29 April 2024 – Only 4 municipalities out of 51 they said “no, that’s not good at all. You can’t increase the waste tax to 14 percent in two years. It’s not fair. Families can’t pay that much.” This is the sensational backstory that occurred last April 19th inarea assembly between the municipalities of the province called to decide on the TARI tariff for the years 2024 and 2025.
The provision di Arera (the energy regulatory authority) was simple: an increase of up to 9.7% per year can be achieved but it is certainly not mandatory. You could also opt for a minimum increase of 3%. The area assembly (ATA) initially proposed to the Municipalities, at the request of Mms and Aset, a 6.6% per year then made the discount reaching 5.6% both for 2024 and another 5.6% increase for 2025 which will also be calculated on the increase obtained for this year reaching easily 14 percent overall increase.
But if everyone applauded, the mayor of Sant’Angelo in Vado Stefano Parri (together with colleagues from the municipalities of Mercatello sul Metauro, Gabicce Mare and Gradara) has protested saying that a biennial increase of this magnitude unrelated to inflation, which is much lower, was not acceptable. Here’s what he says: “I voted against because it’s not right. The increase could have been 6.6 percent over the two-year period, therefore unpackaged, i.e. 3.3 percent per year. But no, it wasn’t accepted. Then I see that Marche Multiservices, on a production value of 140 million including waste and other items, it has a gross profit margin of over 30 percent, equal to 36 million euros. But which company – says Mayor Parri – which company carves out such a huge margin? In reality the margins are 5 percent, not 30%. Then we are surprised that the profits of Marche multiservizi are always high, equal to 12 or 15 million to be divided half with Hera and the rest between us Municipalities. In my area, the adjustment entails an increase of 60 thousand euros which must be paid in any case and I have 130 thousand euros of outstanding debts.”
For dilute the increaseswe aim to look for tax evaders . They say councilors Ferraro and Faroni of the municipality of Montelabbate: “Marche multiservizi and Aset, following our request, proposed a 5.6% increase, and this was voted for by almost everyone.
But a Montelabbate the increase will be more contained and this is due to the recovery, in 2023 alone, of the Tari evasion which amounted to 117,000 euros (sanctions and interest excluded), thanks to the good work of the offices and of Aspes which, in addition to having tracked down total tax evaders, i.e. users who had never paid the Tari, found that there were also companies that had made incorrect communications regarding the distribution of rooms between offices and production premises, which have a different Tari, thus recovering significant sums. Therefore, despite the increase in the TARI of 5.6% per year, the increase in the tax base allows the 2024 increase to be kept at 1.66%”.
Also to Gabicce seathanks to the discovery of tax evaders and therefore to the expansion of the pool of those who pay, the increase should not affect more than 3 percent per year.
