Ferrara is the provincial capital of the region with the highest losses in the water network (40.2%) and with an average expense for the water bill among the highest for a family, i.e. 587 euros compared to the regional average of 517 euros (the national average is 478 euros), less expensive only than Rimini (606 euros).
The photograph emerges from XIX Report on the integrated water service, edited of the Cittadinanzattiva Prices and Tariffs Observatory, which was presented during the event “Dear water, a resource to be saved and protected”. The Report examined the tariffs for the integrated water service applied in all Italian provincial capitals in 2023 in reference to a typical family made up of 3 people with an annual consumption of 182 cubic metres. If we settled on a consumption of 150 m3 per year instead of 182, we would save on average €101, or almost 27%; a Tuscan family, the most taxed at a national level, could end up paying 183 euros less, and a Molise family would also have a saving of 42 euros. For a family from Emilia Romagna the saving would be 114 euros.
In general in Emilia-Romagna the tariff differences even between the individual provincial capitals of the same region: in Emilia Romagna they range from 606 euros in Rimini to 354 euros in Bologna.
A family of three people, with an ISEE threshold of up to 9,530 euros and who has access to social water bonusaccording to our findings you save around 104 euros annually, i.e 22% or 27% less depending on whether it has an annual consumption of 182 cubic meters or 150 cubic metres. In particular, in Emilia Romagna, the value of the bonus varies from 147 euros in Ferrara to 90 euros in Bologna.
Based on the latest Istat data (year 2020), the water dispersion in the provincial capitals it is equal to 36.2% on average and reaches 42.2% in the overall Italian territory. In some areas of the country (especially the South and the Islands), more than half of the volumes of water released into the network are lost. If we further analyze the cross-section of some realities, in Emilia Romagna for example, we go from 40.2% in Ferrara to 18.9% in Piacenza.
