The Regional Council approves the Budget: no amendments from the opposition

Campobasso. This morning, during the session of the Regional Council, the 2024 budget session of the Molise Region began. The Economic and Financial Document, the multi-annual and forecast budget for 2024 – 2026 and the 2024 stability law are in approval.

THE FORECAST BUDGET OF THE MOLISE REGION 2024-26 has been approved

The Regional Council approved by a majority of 13 votes in favor against 5 against, the regional law proposal number 21, presented by the regional administration, concerning the “Forecast budget of the Molise Region for the period 2024-2026”.

The presentation of the Document was entrusted to the President of the First Commission, Roberto Di Pardo, who obtained a positive opinion, followed by the interventions for the declaration of vote of the Councilors Roberto Gravina, Alessandra Salvatore, Andrea Greco, Angelo Primiani and the Councilor to the Budget Gianluca Cefaratti.

The context in which this budget forecast is placed saw the Region operate in the first four months of 2024 with a provisional exercise, approved through regional law number 8 of 21 December 2023.

The main points of the article are as follows:

  • For the financial year 2024, accrual revenues of 2,111,365,163.84 euros and cash receipts of 2,922,977,445.89 euros are expected, in line with the revenue and expenditure forecasts attached to the law.
  • For 2025, accrual revenues of 1,965,782,337.01 euros and accrual expenses of the same amount are expected.
  • For 2026, relevant revenues of 1,921,051,871.32 euros and relevant expenses of the same amount are expected.

It is also established that the resources allocated to financing the Regional Health System for 2024 amount to 829,702,560.53 euros.

The Rapporteur highlighted that the deficit for the 2022 financial year was 562,612,396.20 euros, while 41,919,094.96 euros were covered with the 2023 budget; at the end of 2026, the deficit of the Molise Region is expected to be 425,515,714.13 euros.

Finally, Di Pardo noted how regional revenues are influenced by the progressive application of the accounting harmonization principles of the budgets envisaged by the Legislative Decree. number 118/2011, recording a decreasing trend in recent years. This made it necessary to resort to the State’s contribution and the increase in the regional surcharge to IRPEF, as provided for by Regional Law number 5/2023.

For this reason, concluded the speaker, we will continue with the direct management of regional taxes, focusing on the fight against tax evasion in collaboration with public bodies such as the ACI as regards the regional car tax, and with private entities for the activities of assessment and collection of regional tax and non-tax revenues, as well as for the reporting and accounting of the flows relating to the tax revenues of the regional taxpayers.

MULTI-YEAR FORECAST BUDGET APPROVED

The Regional Council approves by majority (14 votes in favour, 5 against and 1 abstention) the multi-year budget forecast of the Regional Council for the financial years 2024-2026 (proposal resolution of the Presidency Office no. 28/2024).

The speaker and Vice President of the Regional Council, Stefania Passarelli, illustrated the provision relating to the budget document. Second Passarelli, the budget was drawn up considering the expenditure recorded in 2023 and taking into consideration the different financial needs identified by the administrative structures of the Regional Council. The main objective was to try to further contain spending, following the guidelines of current state legislation and continuing with the efforts already made in previous years.

The total requirement of the Regional Council, as indicated in the stability law proposal for the years 2024-2026, has been set at 5,900,000.00 euros, as established by Regional Council resolution number 180 of 2024.

The Regional Economy and Finance Document (DEFR) 2024-2026, as approved by the Regional Council, therefore reflects a careful and targeted approach to the needs and challenges that the region will have to face in the next three years.

THE REGIONAL ECONOMY AND FINANCE DOCUMENT (DEFR) 2024-2026 APPROVED

The Regional Council approves by majority (14 in favor and 6 against) the proposal relating to the Regional Economy and Finance Document (DEFR) for the period 2024-2026, as resolved by the Council with provision no. 179/2024.

The presentation of the Document was handled by the President of the First Commission, Roberto Di Pardo, who obtained the favorable opinion of the Commission itself. Subsequently, the Councilors Roberto Gravina, Angelo Primiani, Alessandra Salvatore, and Roberto Di Pardo himself, as well as the President of the Regional Council, Francesco Roberti, spoke to express their explanations of vote.

During his exhibition, Di Pardo underlined the importance of the detailed analysis of the international, European, national and regional socio-economic context as a starting point for the Document. The strategic political objectives that guide government action have been outlined, divided by funding programs, including the regional programming ERDF ESF Molise 2021-27, the PSC program, agricultural and agri-food policies, rural development, fisheries and forestry planning, as well as the regional health program and the Molise PNRR. The accounting framework that supports regional finance and contributes to the strategic choices of the Document has also been defined. In line with these objectives, general and specific strategic guidelines have been given to the companies owned by the Region.
