Campania Urban Planning Law, ANCE Aies Salerno: “Development tool”

With the approval by the Regional Council of Campania, in the session of 23 April, of the bill “Amendments to the regional law of 22 December 2004, n. 16 containing Rules on Territorial Government” Campania has equipped itself with an indispensable regulatory instrument for urban regeneration. “The ANCE Aies Salerno – underlines the provincial president, Fabio Napoli – actively participated, with its own amendments, in the process of formation of the law which will become the instrument for regulating urban planning and construction activity in our region in the coming years and which, we hope it can also translate into a tool for development and growth for our territory. Building recovery – Naples continues – is a component of urban regeneration and in the province of Salerno, the residential real estate stock is extremely old and energy-intensive: approximately 69% was built before 1980 before the anti-seismic regulations of ’74 and energy regulations of ‘ 76″. The new regional urban planning law places, among its objectives, the fight against land consumption, environmental and ecological sustainability but above all urban regeneration, a central theme in the activities of the Ance Aies Salerno. Of particular interest is the article of the law which regulates regeneration interventions and which introduces measures to promote the renewal and reuse of the existing building fabric. “The law – adds President Napoli – provides for building renovation, urban restructuring and redevelopment of totally or partially degraded urban areas. For the first two types of interventions, in the case of residential construction, volumetric increases of up to a maximum of 20% compared to the existing volume are allowed, while for building renovation interventions without demolition and reconstruction, up to 35% are permitted. Given this building heritage – concludes Napoli – an estimated impact of around 2.5 billion euros in the next 5 years is due to urban regeneration interventions, which could be activated with the entry into force of the new law”. Furthermore, the new urban planning law defines a regulatory framework that will also favor the integration between private resources and resources connected both to the PNRR and to the PNC (Complementary National Plan). The ANCE AIES Salerno, with the involvement of the established Construction Council, will launch a training course on urban planning in the coming months, aimed at increasing and sharing skills and knowledge in an extremely complex sector, in which, in fact, there are all the players in the construction supply chain are called to work.
