TERNI Almost 60 percent will be paid by tenants, the rest by traders, entrepreneurs and artisans. Here is the breakdown chosen by the Municipality of Terni for the increases regarding the waste bill. In detail we are talking about “57 percent paid by domestic users” and “43 percent paid by non-domestic users”, as stated in the council resolution which establishes the Tari increases. Resolution that comes in the aftermath of the increases approved by Auri in terms of waste. The Single Regional Area has established that the waste bill in Umbria may be more expensive given the higher costs incurred by the Municipalities for managing the service. Increases which, however, can fluctuate between plus 5 and plus 9 percent. As a result of the adjustments that had been made in past years, the Municipality of Terni established a smaller increase compared to last year, i.e. only 2.39 percent. An increase that will be applied to a greater extent (57 percent) to domestic users, apartments so to speak, unlike non-domestic users (shops and industrial warehouses) who will pay to a lesser extent (43), as established in the new tariff plan which today begins its approval process in the Third Commission.

THE KNOT

Why offload the increases on domestic users in particular? This is the explanation found in the tariff plan: “Given that the number of containers distributed to users and the number of minimum emptyings affect the distribution of variable costs, the following overall distribution is derived: 57 percent paid by domestic users and 43 paid by non-domestic users”. In practice, the specific waste tariff that came into force last year has a higher cost that must be covered, particularly in relation to the number of empties that are made. However, for large families, those with low incomes and those who have disabled people at home, there remains the possibility of taking advantage of the discounts thanks to the allocation of 250 thousand euros. In essence, the bill will be discounted by 80 percent (minimum income), 11 percent (disabled people) and 9 percent (large families) based on need.

“I prefer to comment on the outcome of the vote on the proposal that comes from the council,” says AP group leader Guido Verdecchia. «It is clear that the mechanism is unfair and does not reward those who differentiate. In the city council we will make our assessments and put forward proposals to protect citizens”, comments the group leader of the Democratic Party Francesco Filipponi. The reference to the fact that the increases are caused by the punctual tariff is clear. “The changes introduced by the centre-right amendment to the regulation for the management of urban waste in the Municipality of Terni have produced nothing in terms of cost containment – Filipponi recalls on this occasion”.
