Porta Est and Campi Flegrei, Naples changing face

NAPLES. Urban transformation and regeneration for “The Naples to come” was discussed yesterday morning at the Neapolitan Industrial Union where FS Sistemi Urbani, lead company of the Ferrovie dello Stato Group, presented the programs for Porta Est to interested stakeholders and investors , for which the international design tender was illustrated, and for the Campi Flegrei. The redevelopment of these areas is part of the broader process that will affect the Campania capital in the coming years and of which all the development potential has been explored. Naples Porta Est and Naples Campi Flegrei represent two great investment opportunities within the city, in sites with great potential, high accessibility and a high concentration of strategic functions that are well suited to different uses. The areas affected by the projects, in fact, thus become the opportunity to implement a transformation of the urban areas subject to intervention which can return the regenerated spaces to the community, through the valorisation and urban mending of the city fabric.

EXT. DOOR The “Napoli Porta Est” project which focuses on the areas of the former railway freight yard of Corso Lucci and Porta Nolana, involves the creation of a new intermodal hub in direct connection between station-port-airport with the contextual urban regeneration of the entire area city ​​which extends for approximately 180 thousand square meters. For the implementation of the project, in 2023, the Campania Region, the Municipality of Naples, Eav, Rete Ferroviaria Italiana and FS Sistemi Urbani signed a program agreement which provides, among other objectives, an international design competition for the drafting of the master plan of the interventions, including the design of the new Headquarters of the Campania Region at the former freight yard.

PHLEGREAN FIELDS. The “Napoli Campi Flegrei” project is aimed, however, at the west of the city and provides for the infrastructural strengthening with the creation of the L2L6 modal interchange, through the construction of the new stop and depot of the L6 metropolitan line, and the simultaneous regeneration of the areas disused railways owned by the Fs Italiane group. To date, the technical-administrative process is underway for the signing of the program agreement between the bodies involved which envisages, among others, the creation of the new infrastructure serving the L6, the new Parthenope university campus and the definition of the new area urban. Finally, in implementation of a memorandum of understanding dated 27 July 2023, interventions are envisaged aimed at strengthening the infrastructure system, the development of local public transport and the urban regeneration of the railway areas of the city of Naples.

THE DAY. After the introduction by Umberto Lebruto, CEO and Director of Fs Sistemi Urbani, Mario Breglia, president of Scenari Immobiliari and Costanzo Jannotti Pecci, president of the Industrialists of Naples, Edoardo Rixi, vice minister of Infrastructure and Transport, spoke. Francesca Zirnstein, General Manager of Scenari Immobiliari, presented the Report “Naples, the railway yards and the economic and social consequences of their regeneration” which contains the point of view on the real estate market of the Campania capital. Subsequently, the comment panel was held on economy, territory, infrastructure and mobility with the participation of municipal and regional institutions and professionals including the CEO and General Manager of RFI Gianpiero Strisciuglio.

THE FROST OF LUCA-MANFREDI. But the day also confirmed the frost between the mayor Gaetano Manfredi and the president of the Region Vincenzo De Luca. Sitting next to each other, they didn’t shake hands or say a word to each other for the entire time they were there. When Manfredi is asked to talk about the plan, however, he does not indulge in any attacks against the Region: «In East Naples there is a very large urban planning intervention which concerns new stations, new car parks, a new motorway junction, necessary infrastructure which have been foreseen and within which the Region wants to make an investment, legitimate in its autonomy, to create a new headquarters. Manfredi said, we look at the intervention in its completeness, because clearly the impact on the city is essentially given by the large infrastructural works, because we must improve access for anyone arriving in Naples from the Piazza Garibaldi side. We know that it is a funnel now precisely because the part behind the station has never been built, therefore all the junctions and car parks, which is now essential to do, also considering the economic growth of the city, tourism, greater mobility, greater sustainability. The mayor concludes on this: we have worked, the Municipalities and the Region have drawn up an important urban plan with great intensity from the City Council, because the urban planning and construction competence lies with the Municipality, with also a bipartisan vote, a sign that by working together, reasoning in citizens’ interest and by moving quickly many things can be done for Naples”. De Luca, this time, also remains on the planning side: “We have an important investment in the Piazza Garibaldi hub, in agreement with the Railways. We will build the new headquarters of the Region, we will cover the track between the Porta Nolana station and Piazza Garibaldi, it is 100 million euros for a large square and start a redevelopment of the entire area, we will make a public park in via Ferraris , in front of the Ramada hotel. There are already important resources today.”
