For the president of the political movement “Cambiare Scicli”, Giuseppe Implatini, it is now necessary “to shed full light on the possible responsibilities of the non-payment of the Eni SPA invoice which caused the Municipality of Scicli to be condemned to pay default interest and expenses of justice – he specifies – the entity did not pay the electricity bill for an amount equal to 1,526,446 euros which expired on 20 September 2016. The sentence is in the body of the sentence of the Court of Ragusa dated 21 September 2023 and obliges the entity to pay the invoice with an increase in default interest of 878,000 euros and court costs of 17,040 euros with a total amount of 2,758,000 euros”.
The City Council, in compliance with the sentence, approved the recognition of the off-balance sheet debt of 2,758,000 euros on December 30th.
“The Municipality has lodged an appeal to reform the sentence requesting the reduction of the default interest from 8 percent to 3.5 percent but pending the sentence of the Court of Appeal of Catania it will have to pay the entire debt in order to avoid the accrual of further default interest – explains Giuseppe Implatini – and the Board of Auditors has asked that any responsibilities on the part of the managers regarding the payment of the higher sum be ascertained and that any compensation actions be activated. Today the financial situation of the Municipality of Scicli is disastrous. We must not forget that a debt of 20.9 million euros has been accumulated caused by years of poor management of the institution as certified by the 2022 financial statement. This further increase in debt will penalize all citizens for many more years as it will not be repaid by 2024 as planned by the 2015-2024 Financial Rebalancing Plan also because the growing litigation that has pitted citizens and the Municipality for years almost always leads to convictions for the entity which generate a further increase in debt”.
