One house in two needs to be redone in Turin due to the new European “Green Houses” legislation. A hard blow for the budget of Turin families and for the city’s real estate assets which, despite the Superbonus, continue to be old. Confartigianato Piemonte has raised the alarm: «More than 50% of the houses in Turin are more than 45 years old and the majority of residential buildings in Piedmont fall within the lowest energy bands, this means that in our capital and in our region every second property needs to be redone.” In total there should be almost 900 thousand properties to be renovated in Piedmont to be adapted to the standards of the new legislation. And according to initial estimates, spending could fluctuate between a minimum of 20-30 thousand euros per family up to a maximum of 50-60 thousand euros.

WHAT THE REGULATION PROVIDES
The new “Green Houses” directive, approved by Ecofin, the meeting of economic ministers of the EU states, with Italy and Hungary voting against, provides various objectives relating to the improvement of energy performance in buildings with the reduction of greenhouse gases and energy consumption by 2030, and climate neutrality by 2050 (image above). However, the first objectives remain a reduction in the average primary energy used by at least 16% by 2030 and a decrease in the average primary energy used by at least 20-22% by 2035. Gas or gas boilers will no longer be incentivised. fossil fuels starting from 2025. Based on this directive, according to Ance estimates, as many as 9 million homes would need to be retrofitted in Italy.

«The conversion of the directive on Eco Green homes requires the Government to solve a big problem: citizens’ lack of resources to renovate their real estate assets» underlines the president of Confartigianato Torino, Dino De Santis. «We therefore ask that the Government open a discussion table with the trade associations, before the conversion of the directive to allow some lines of intervention to be planned, including incentives for renovations in a percentage higher than that currently foreseen of 50% and the guarantee that sanctions are not imposed on those who do not intend to renovate their properties”.
