In recent days the State Police, in Forlì, arrested an Albanian citizen for the third time for stalking his ex-partner.

The man was not resigned to the end of the relationship, which ended definitively last year by the woman’s will, obsessed by the jealous delusions of the man who exercised total control over the victim’s life. In fact, stalking, checks on social media and even death threats had emerged. There was a first arrest in January, in deferred flagrant act, after the woman, threatened for the umpteenth time with death, asked for police intervention and the red code was activated. During the investigations, the Flying Squad investigators found messages on the victim’s phone with expressed, reiterated and increasingly intense and alarming death threats. Thanks to recent regulatory changes that allow “deferred” arrests to be made in flagrante delicto, when the “documentation” from communication devices which unequivocally shows the perpetrator was acquired, the man was arrested and taken to prison. This was one of the first applications of the legislation and allows for greater safety to be guaranteed to victims of crimes committed at home.

After a period of detention and awaiting trial, the man was released from prison and subjected to a ban from approaching the places frequented by the victim. The Flying Squad investigators, sensing that the man might not have complied with the requirements, followed the man in his movements and in the meantime collected the statements of the victim who, frightened, reported having seen the man wandering around her place of work. So one evening a Flying Squad policeman, off duty, noticed that the “stalker” was wandering near the place where the victim works. Support crews intervened and the man was arrested red-handed.

After a second release from prison, the continuation of the investigations carried out by the Flying Squad made it possible to collect other elements from which it was revealed that the man had repeatedly transgressed the provisions and prohibitions set out. The Judicial Authority therefore ordered the precautionary measure of house arrest, under which the man was arrested again last Friday; furthermore, an electronic bracelet will be applied to monitor his movements.
