This is the discovery made by the agents of the department of the Environmental Protection Operational Unit of the Local Police of Naples, following information-investigative activities they identified within the disused area of ​​the former municipal slaughterhouse in via Caramanico in Poggioreale, no longer in operation since 2007. Here, the local policemen, who acted together with soldiers from the Italian Army and inspectors from the ASL Napoli 1 Centro, found a warehouse, owned by the Municipality of Naples, illegally occupied in which the industrial activity was carried out of slaughter, cutting, washing, processing and packaging of meat and offal intended for human consumption.

Illegal workers caught in illegal slaughterhouse

More than 10 illegal workers were surprised inside the business for whom further investigations are underway and in this regard the competent offices of the Labor Inspectorate will be informed for subsequent obligations. The owner of the unhealthy industry, with several precedents including for fraud and already detained, had illegally used a warehouse of approximately 700 square meters in the Municipality of Naples as a production facility where the raw material was processed in the absence of every basic hygienic-sanitary requirement.

Some places were used as depots to store solvents and prohibited chemical substances (caustic soda, hydrogen peroxide, sodium hypochlorite) used in the processing and washing process of giblets, tools and equipment useful for carrying out the activity subject to seizure.

The external areas were used to deposit large boxes full of processing waste (SOA) including horns, bones, ears, hooves, skins, guts and other parts of animals presumably destined to be illegally delivered and therefore investigations are still underway on the correct management of such waste. In a covered area, adjacent to the shed of approximately 1000 m2, substantial quantities of animal waste were found, resulting from the processing activity of the industry, delivered there during the 15 years of activity of the well-known tripe shop operating in Naples and its province and supplier of well-known supermarket chains, retailers and street vendors.

Documentation was requested from the owner of the company and following the investigations carried out by the specialist Environmental Protection section of the Local Police of Naples, it emerged that in addition to the other irregularities found and already mentioned, the unhealthy industry operated in the absence of the necessary title, called Authorization Single Environmental Law, provided for by Legislative Decree no. 152/2006 and made mandatory for all industrial activities as per Presidential Decree no. 59/2013.

Industrial wastewater spilled into public sewers

The manufacturing process generated industrial waste which was released in a liquid state containing prohibited chemical solvents, biological agents including animal blood and other substances dangerous for people’s health and the environment. Thanks to the help of the staff of ABC, the Special Agency of the Municipality of Naples, using tracers (fluorescein), the spill chain was reconstructed, analyzing the complex network of pipes present within the former municipal slaughterhouse area.

In this circumstance it was found that through the use of a makeshift electric pumping system, large quantities of sewage were delivered deriving from production activity within the sewerage network of the Municipality of Naples, without undergoing the preventive and necessary purification. With further investigations it will be ascertained whether these contaminated discharges end up, through the infrastructure of the pre-existing sewerage network, directly into the sea, configuring the most serious hypothesis of an environmental disaster.

Two cold storage rooms were seized

I also intervened promptly Officials of the ASL Na1 Veterinary section who, having inspected the places, placed under criminal seizure two large refrigerated cells, well hidden behind wooden panels, where approximately 2 quintals of animal sections were stored including guts, limbs, snouts, rinds and bags of frozen blood. Approximately 20 quintals of waste and meat in a poor state of preservation were subjected to immediate destruction in order to avoid being entered into the commercial supply chain.

The owner of the illegal company will have to answer for the crimes referred to in the articles. art. 124 and 137, 187, 279 Legislative Decree 152/2006 and subsequent amendments and unauthorized occupation of properties in the Municipality of Naples without title pursuant to art. 633 cp. The well-known offal factory producing food intended for human consumption and distributing the product throughout the Campania region was seized pursuant to art. 321 cpp and made available to the Judicial Authority.
