CORIGLIANO ROSSANO. In the last session of the municipal council of Corigliano-Rossano, the adoption of the Civil Protection Plan for the Municipal Territory was voted with the aim of adapting the discipline of the municipal civil protection organization, the procedures and services to be implemented for deal with emergencies in the municipal area. A plan with a scientific and innovative support report. A civil protection plan is the set of operational intervention procedures to deal with any disaster expected in a specific territory.
The civil protection plan, incorporating the forecasting and prevention programme, acts as an enabling tool for the authorities in the organization and coordination of rescue operations for the safety of the population and resources in risk areas. Its objective is to ensure the maintenance of the normal standard of civil life, threatened by situations that entail serious physical and psychological consequences. The municipal emergency plan outlines the operational procedures to deal with any disaster foreseen in the municipal territory and is the operational reference for the Mayor in emergency administration. Furthermore, it helps the Authorities in organizing and coordinating rescue operations to protect the population and resources in areas at risk.
It must constitute a flexible and constantly updated tool, capable of adapting to the evolution of the territorial context and to variations in possible future scenarios. Given the particular seismic vulnerability of the historic centers and the seismic and hydrogeological risk of the municipal territory, the identification of the event and risk scenarios was conducted with a high level of detail and precision.
The Plan adopted by the Municipality, drawn up in accordance with the new regional guidelines, defines the roles of the municipal structures responsible for civil protection for rescue actions, with the aim, furthermore, of providing for, preventing and combating calamitous events and protecting the integrity of the life, property, settlements and the environment from damage or the danger of damage resulting from natural disasters, catastrophes and other calamitous events.
Furthermore, for some time now, the Municipality has started a census regarding the needs of people belonging to the “weak” and “fragile” categories. These categories include people with disabilities, non-self-sufficient elderly people and people with particular pathologies. The operation is aimed at building an information system in order to facilitate the activation of the coordination of rescue interventions and assistance to the population, in the event of disasters, it is necessary to optimize resources and to obtain a ready intervention capacity, sudden and effective if and where there is a need, thus allowing the Municipal Administration to provide the best possible response.
«The emergency plan of the Civil Protection of Corigliano-Rossano has been adopted, with a study of the seismic, hydraulic and fire risk and with an indication of the collection points and escape routes, including routes for the most vulnerable, and the mapping of properties to be used in case of emergency – says the councilor for Urban Planning, Tatiana Novello – Indispensable planning for everyone’s safety, an important goal for our city.”
«Often in the public debate, especially in the case of extraordinary events, we talk about Civil Protection Plans and how these are often dated or absent – declares the mayor Flavio Stasi – and this was the case of our Municipality, with two totally obsolete civil protection plans for the former Municipalities. Over the course of these years we have started the studies necessary for the drafting of a modern and effective Civil Protection Plan and we have now reached the end of this journey, providing the city with a tool which, in the event of extraordinary events, determines the safety of citizens”.
