FANO Cristian Fanesi, candidate for mayor of the centre-left, found himself alone in the city council, in the debate on the observations on the general master plan, defending the food logistics hub at the former sugar factory.
By just one vote, the urban planning forecast was confirmed which will bring a significant traffic load to the area and along the road to the new swimming pool: from 50 to 100 trucks per day, according to the summary indication of the deputy mayor himself; a number which will then have to be multiplied by the trucks and vans responsible for distributing food products in the area.
Proximity to the school
With this forecast, the amnesty of the urban planning anomalies relating to the establishment of the Ultramar Caffè roasting plant in via della Pineta, which has been active for 8 years next to the Decio Raggi primary school despite the ban on unhealthy first and second class industries included in the Prg, is also confirmed in force following the recommendation of Asur concerned about the emissions of these activities (coffee roasting is second class unhealthy) in the vicinity of the school.
On Thursday evening, the proposals of the urban planning office were approved for the rejection of the observations of the residents and the Lupus in Fabula association contrary to the provisions included in the Prg last November with the blitz of the mayor Massimo Seri. An amendment supported the project idea of the industrialists Giancarlo Paci and Paolo Andreani, new owners of the area.
The attempts of almost half of the councilors to safeguard the environmental quality of the area and the mixed urban destination now assumed by the area due to the presence of residences, professional activities and services for health, well-being and sport were useless. A multifunctionality that the initial planning of the Seri administration, participated by the citizens, enhanced and which the observations discussed intended to restore.
Every councilor is decisive
The vote that took place makes the entire civic assembly responsible towards the city, because each councilor was decisive on the final outcome, including those absent. 10 voted yes, to maintain the logistics hub: Borioni, Bittoni, Carboni, Nicolelli, Pagnetti, Fumante, Seri, Valori, Perini and Cecchetelli; 9 voted no, to restore the mixed destination: Serfilippi, Scopelliti and Rinaldi Lega, Tarsi and Pierpaoli FdI, Mazzanti and Panaroni M5S, Giacomi Pd and Luzi In Comune. Cipriani and Marchegiani di Action abstained. Absent are Pedini Lega, Lucioli Pd, Fontana M5S and Ilari Lega, the latter leaving for political expediency (he is an employee of Paci, as are Serfilippi and Bittoni who voted). Same votes on the reinstatement of bans on unhealthy industries, except that of Serfilippi, who left the room.
In the debate, the Fanesi councilor for urban planning explained that the second class ban was removed because cheese and fruit and vegetable warehouses fall into this category of unhealthy activities but the choice would have nothing to do with roasting, the authorization of which of 2016 is the subject of a complaint to the Public Prosecutor’s Office. Fanesi specified that he was councilor for public works at the time and that the judicial authority will clarify the regularity of the process.
Availability vanished
The evening before, in the majority meeting, the same councilor had declared that there was no obstacle to proposing an amendment that would reinstate these bans for the two factories in Via della Pineta, but the proposal was lost when the council in the chamber considered being able to count on a majority, albeit a slim one, of the votes.
This official urban planning amnesty, useful to the company for the new environmental authorization that it will request to expand production, was defined as “a masterpiece” by Agnese Giacomoni, former leader of the PD group, in her indictment against the anomalies recorded in the issuing of the authorization , without urban planning compliance.
No one else from the majority intervened to defend the provision of the logistics hub. He didn’t show his face in front of the group of residents present at the session, nor did Mayor Seri, the architect of the operation.
The disintegrated center-left
With the rejection of the observations, the solidarity of the center-left disintegrated on political issues relevant to the alliance, such as participation in administrative choices, environmental protection and the city of girls and boys. «A thought was broken» acknowledged Carla Luzi.
