How to vote

How the President of the Region is elected

The candidate who obtains the majority of votes is proclaimed President of the Region. The second candidate with the highest number of preferences is entitled to a seat as a regional councilor. The lists linked to the President-elect can be assigned a majority bonus ranging from a minimum of 11 seats in the event that the President-elect obtains 30% more votes up to a maximum of 14 seats if he receives 40% more of votes. The law also provides for a threshold of 8% for coalitions and 3% for non-coalition lists. There is no barrier for lists within coalitions that have exceeded 4%.

As regards the division of the vote in Basilicata, the territory is divided into two electoral districts: Potenza and Matera. Together they form the single Regional college. This distribution determines the calculation of the votes attributed to the candidates for the office of President of the Region as well as the attribution and distribution of seats between coalitions and list groups. For this year’s elections, the number of seats assigned to the constituencies will be the same as those of the previous electoral round in 2019, i.e. 13 seats for the constituency of Potenza and 7 for those of Matera, for a total of 20 seats.

The candidates

The challenge is three-way. The candidates are the outgoing president, Vito Bardi, supported by the centre-right coalition composed of Forza Italia, Fratelli d’Italia, Lega, UdC-Christian Democracy, Noi moderates. Azione, Italia Viva, Orgoglio Lucano and the civic list La Vera Basilicata also supported him. Bardi has been the president of the Basilicata Region since 16 April 2019. He was born in Potenza on 18 September 1951. Formerly deputy general commander of the Guardia di Finanza, he was indicated by Forza Italia as a unitary candidate of the centre-right.

On the centre-left front, the candidate is Piero Marrese, president of the province of Matera, supported by: Democratic Party, 5 Star Movement, Green-Left Alliance, and also by the Basilicata Unita and Basilicata Casa Comune lists. The latter refers to the entrepreneur Angelo Chiorazzo, who initially should have been a candidate, but then withdrew from the race. Finally, the third candidate is Eustachio Madnessjournalist from Matera supported by Volt.
