The green light from the mayors’ meeting on Tuesday – several municipalities abstained – and now the first numbers that emerge on one of the most delicate and complex issues to manage, that linked to the economic/financial plans for the corresponding waste tariff in the Ternano area. Approval of the PEF prepared for the two-year period 2024-2025 and discussions which will now move to the municipal councils. As far as Terni is concerned, there is a clear improvement compared to recent years.

The president of Auri, Antonino Ruggiano, took action last Saturday by talking about an increase range between 5% and 9% for the various sub-areas. In reality for the Municipality of Terni the variation between the PEF 2023 and 2024 is not so high: from the table in our possession (we will talk about it in more detail and with all the relevant details in the next few days) it appears for the Municipality of Terni an increase ‘only’ of +2.39% (in relation to the others) for a total value of 23 million and 701 thousand euros. A downward trend which is also confirmed for 2025 considering that -0.10% is expected from 2024 to 2025 for the Terni municipal area (PEF value of 23.6 million euros). «The annual growth limit of tariff revenues was calculated – it is underlined – for each year and by tariff area taking as reference the PEFs reclassified pursuant to the Arera determination before the subtraction of the following revenues: the MIUR contribution for state educational institutions , the revenue actually achieved following the tax evasion recovery activity, the revenue deriving from sanctioning procedures and the further items approved by the territorially competent body”. The RTI Asm-Cns took care of preparing the plans: «Auri considered that for the managers of sub area 4 the conditions for the recognition of the adjustment of tariff revenues for the 2023 year did not exist, having already proceeded with a redetermination of the Pef 2023 and as the manager did not demonstrate any need for economic-financial balance during the period”. The average figure and the Municipalities are constantly decreasing
In general for sub-area 4 the average tariff change from the PEF 2023 to 2024 is 3.77%. The highest increase is that of Fabro (+9.20%), a record decrease for Montefranco (-5.14%, however in 2025 a figure of +9.03% is put in black and white). There are several territories that register a double negative sign: Monteleone d’Orvieto, San Gemini, Arrone and Ferentillo. Comparison with some municipalities in Perugino? Perugia for example has a double increase variation for 2024 and 2025 of +6.59%, Gubbio of +7.05%, Foligno and Spoleto of +9.10%, Orvieto of +5.43% and +3.09 %. For the Ternano area there is therefore the slightest increase. What will this mean for citizens? We’ll find out soon, the council resolution with tariffs and so on is coming.
