The Regional Council has given the green light to the agreement between the Sicilian Region, the State Property Agency and the Municipality of Palermo for the valorisation, rationalization and disposal of public real estate assets in the Sicilian capital.

The plan provides for the definition of the destination of some partially used or disused buildings, to be included in a broader “Plan for the city of Palermo” which puts the available public buildings into a system based on the needs to be satisfied, taking into account the sustainability of the initiatives, also taking into consideration the social, environmental and overall regeneration impact of the various urban areas involved.

There are seven properties currently identified: former Chimica Arenella (municipal property); former hospital in via Ingegneros (hospital company Ospedali reunited Villa Sofia – Cervello, an institution supervised by the Region); Villa Pajno (regional); former Finance Palace, Cisterne Nervi, Palazzo Zecca-Niscemi in Piazza Marina, former Vespri building (all owned by the State). Other properties in the island’s capital may be jointly identified to be allocated to the program.

In particular, the Sicilian Region has expressed an interest in acquiring the former hospital in Via Ingegneros for its own assets, to make it available to the State Property Agency for government use, granting the State a surface right for a period of ninety-nine years. ; the State Property Agency, however, has already expressed its consent to the transfer of the former Finance building to the Region: it will be able to host the Sicilian section of the Court of Auditors, which currently uses a rented property.

The agreement provides for close collaboration between the signatory bodies: the State Property Agency, in particular, will deal with both the definition of the “Plan for the city of Palermo”, which will have to identify the guidelines in terms of financing, urban planning procedures- administrative, real estate operations, and to set up a technical table to achieve common objectives, including reducing passive government leases to a minimum, which are 49 in the Palermo area alone.

The memorandum of understanding follows other previous initiatives, including the agreements between the Region and the State Property Agency of 25 February 2021 and between the State Property Office and the Municipality of Palermo of 22 March 2023.
