The Municipality of Piacenza is looking for partners available for co-planning for initiatives aimed at developing the autonomy of fragile subjects or those at risk of social marginalization. It does this through a public notice aimed at third sector bodies, in particular voluntary organizations (odv) and social promotion associations (aps) individually or united (or which intend to reunite) in a temporary association of purpose. The objective is to carry out interventions for children close to adulthood (from 17 to 21 years old), in the care of the minors operational unit of the Municipality, welcomed in residential communities or in family foster care programs, for which there is no supportive family network with respect to the maturation process, promoting paths of growth, autonomy and social inclusion. The resources allocated by Palazzo Mercanti amount to approximately 42 thousand euros.
“The Covid-19 pandemic has had a dramatic impact on community life, reflecting negatively in particular on the living conditions of the most vulnerable sections of the population. Specifically, it is increasingly complex for young adults to become independent without effective support. The initiative – we read in the public notice – represents an important action in promoting the autonomy of people who, without an initial support network, would risk being marginalized and returning to live in social isolation”. The aim of the course is to allow young people outside their families to complete the path to autonomycapitalizing on the results achieved during the reception period in residential communities and/or in family foster care, through a stay for six months (extendable for another six by reviewing the individualized project) within an apartment group and/or apartment in semi-autonomy, with appropriate educational support up to the subjects’ twenty-first year of age. The target is boys not yet able to lead their life project in a totally independent way but who have already demonstrated that they possess autonomy and responsibility skills. Among these children it will also be possible to identify unaccompanied foreign minors already included in a residential educational project (under the responsibility of the Foreign Minors Office of the Municipality) who must complete a cycle of studies or training or work, in the absence of reception networks on the municipal territory.

The boy will have to be supported in solving problems, not only through material aid, but above all through an educational path aimed at autonomy and correct social inclusion given his new registry status, i.e. being a new adult. He will be accompanied in the looking for a jobin the acquisition of driver’s licensein the search for accommodation and in any other action that leads him towards social autonomy, even if he remains in a subsidized housing placement for six months up to his twenty-first year of age. It will be necessary to keep the child in contact with any extended family, the minors’ social service, the private social sector and associations, the judicial authority as well as the adults who are important points of reference for care leavers. In the apartment group, the children must be accompanied in their coexistence and growth paths, with targeted support from the educators. The ultimate goal is to achieve a good personal level of balance and adequacy in social relationships and autonomy in living, studying and working.
The selection of the partner entity, identified through this notice, will last from May 2024 to 31 August 2025. The methods for carrying out the interventions referred to in this notice will be defined at the end of the co-planning phase, within the scope of an agreement stipulated with the Municipality of Piacenza for an annual duration. The resources made available for the period from May 2024 to August 2025 are equal to 42 thousand 157, 50 euros.
