Legislative Decree 7/2024 introduces important legislative changes for Municipalities. The modification of article 51, paragraph 2, of the Tuel is important, which extends from two to three the consecutive mandates allowed to the mayors of municipalities with a population between 5,001 and 15,000 inhabitants, and removes the limit of mandates for the mayors of municipalities with fewer of 5,000 inhabitants. For municipalities with more than 15,000 inhabitants, the limit of two mandates remains unchanged. The decree also establishes new electoral rules for the provincial capital municipalities: starting from 29 January 2024, regardless of the population, the electoral system established for municipalities with a population exceeding 15,000 inhabitants will be applied. Therefore, the proportional method will be applied for the election of the municipal council and the run-off for the election of the mayor, where no candidate has obtained an absolute majority of votes in the first round. Furthermore, the law decree intervenes in the revision of the registers and in the determination of the legal population.
